We are seeking a highly experienced Program Manager / System Administrator to oversee the operations, maintenance, and ongoing enhancement of a complex enterprise financial management system. This individual will provide both technical leadership and program oversight, ensuring optimal performance, compliance with security requirements, and delivery of all contractual responsibilities within a structured program management framework.Key Responsibilities:Lead and manage day-to-day operations of a multi-functional technical team, ensuring alignment with project goals and contractual performance standards.Serve as the primary interface with Government and stakeholder representatives, coordinating meetings, updates, and deliverables.Oversee the secure operation, maintenance, and modernization of an enterprise application hosted in a secure cloud environment.Ensure full compliance with federal cybersecurity standards, including Risk Management Framework (RMF), IAVA updates, STIG applications, and documentation in eMASS.Coordinate data extracts, system performance monitoring, and application patching cycles to maintain data integrity and system availability.Manage helpdesk functions and technical support for system users; review and maintain standard operating procedures and user guidance.Lead business continuity planning, annual disaster recovery testing, and internal compliance reviews.Prepare and submit recurring reports, schedules, and documentation in alignment with contract requirements.Required Qualifications:Minimum of 10 years of experience managing large-scale IT systems or enterprise programs, with demonstrated success in leading teams and delivering results.Strong background in financial management systems, data integration, and secure hosting environments.Proven ability to oversee and implement cybersecurity compliance requirements for federal systems.Exceptional communication, leadership, and organizational skills with the ability to lead cross-functional teams.Familiarity with Microsoft technologies such as .NET, SQL Server, Visual Studio, IIS, and Azure environments.Experience supporting system audits, user training, and documentation processes.
Education & Certifications:Bachelor’s degree (BA or BS) in Information Systems, Computer Science, Business, or a related discipline.Project Management Professional (PMP) Certification (Required).Relevant technical certifications (e.g., Security+, CISSP, ITIL) preferred.Work Environment & Travel:Remote/hybrid work environment with occasional in-person meetings or support required at designated government facilities.Must be available during core business hours, with flexibility for urgent after-hours support if necessary.
