Summary

Position Title: Human Resources Manager

Department: Operations

Band: Band 6: $97,000 - $118,000



Objective:

To develop and retain a highly engaged workforce by executing and supporting all HR operations including implementation of strategic HR processes, systems and policies and ensuring related reporting requirements that support the strategic goals of the OFIFC. To provide HR support to the Friendship Centres. 


Key Deliverables:

• Successful implementation of Human Resources management practices demonstrated by employee experience metrics; and

• Strong contribution and managing HR projects where needed, demonstrated in continuous improvement of HR department’s efficiency. 

• Effectively support the Friendship Centres within HR topics upon their request.


Key Responsibilities:


Human Resources Operations (30%):

● Implements human resources programs by providing human resources services, including talent management, compensation and benefits, performance management, training and development, employee relations, policy development, and payroll.

● Manages and facilitates HR yearly cycles including salary reviews and performance appraisals. 

● Assists Sr. Director of HR in providing expertise to HR related to building positive employee experience and organizational culture.

● Develops, maintains, and implements the HR processes adhering to legislation including HR tools, policies and procedures related to HR and Administration 

● Serve as a link between management and employees by handling questions, interpreting and administering contracts and helping resolve work-related problems.

● Advise managers on organizational policy matters, such as equal employment opportunity and sexual harassment, and recommend needed changes.

● Analyze and modify compensation and benefits policies to establish competitive programs and ensure compliance with legal requirements.

● Develops and delivers information sessions related to HR processes, policies & procedures and Health and Safety as necessary.

● Represent organization at personnel-related hearings and investigations.

● Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.


Human Resources Development (30%):

● Develops and maintains organizational development items such as organizational chart and job description

● Manages HR development projects by clarifying project objective; setting timetables and schedules; conducting research; developing and organizing information in all functional areas of HR.

● Assists the Sr. Director of HR in change management and transitions related matters to the projects.


HR Analytics and Reporting (15%):

● Prepares metrics reports including items related to organizational demographics, administration, retention and engagement levels for use of OFIFC Management.

● Analyzes data and prepares reports to identify people or talent-related challenges and opportunities and develop recommendations to address or capture them.


Team Management (10%):

● Plan, direct, supervise, and coordinate work activities of the team and staff relating to employment, compensation, and employee relations.


Friendship Centre Support (15%):

● Provides expertise on a broad range of human resources activities, including recruitment, compensation, performance management, talent development, policy compliance, and other related HR functional areas.

● Serves as a contact for Friendship Centres regarding HR concerns, needs and issues; evaluates situations, navigates and directs to the various resources available.

● Delivers HR-related training upon FCs’ request.


Requirements:

● Completed bachelor’s degree in business, human resources management, organizational psychology, industrial relations or other relevant discipline. 

● A master’s in human resources management or designation is an asset.

● Minimum 5-7 years’ experience including people management in a similar role preferably some within an Indigenous organization.

● Ability to travel extensively including flights

• High proficiency in Microsoft Office Suite, Sharepoint and HRIS systems
