Position Summary
The primary role is to be the liaison between LDG and the local housing authorities to oversee and drive initiatives forward between the organizations to improve current local housing authority processes within the LDG portfolio and assist LDG with new pipeline initiatives. This role will collaborate directly with LDG Asset Management, Resident Services, and Development Teams
Essential Job Duties And Responsibilities
- Identify and drive “mark to market” rent opportunities across the portfolio, and increase rents for tenured residents receiving housing choice vouchers or project-based rental assistance.
- Identify gaps and delays in the processes between Property Management/Asset Management and the Housing Authorities that delay resident move-in dates or impair the ability to collect rental assistance. Work with the Housing Authorities to streamline and centralize where possible.
- Analyze Housing Authority rents annually as adjusted to ensure appropriate rents are being received, petition as needed, and ensure timely adjustments to rent rolls are made with Property Management.
- Serve as liaison between Property Management and Housing Authorities where resident issues or roadblocks to voucher approval occur.
- Partner with KY Development Team, assist in the processes to implement and administer PBV contracts (HAP’s) at existing and future developments. Ensure terms and conditions meet the needs of LDG and our residents.
- Ensure Tenant Selection Plans (TSP’s) are implemented that best serve LDG and our
residents participating in PBV programs.
- Coordinate with LDG Resident Services to ensure appropriate programming and services are available to meet the needs of residents participating in PBV programs.
- Monitor Communities Housing Authority program activities that exist or are created that may benefit LDG and our residents. Provide information to LDG Asset Management, Resident Services, and Development Teams to evaluate and make recommendations to Leadership. Identify and secure funding sources for programming.
- Identify local non-profit housing agencies that may have housing needs that LDG can support. Coordinate with the agencies and Housing Authority for potential residents to receive vouchers and move into the LDG communities.
- Relationship Management – establish relationships with Housing Authorities and hold periodic program meetings to ensure objectives are met, etc.
- Program/Project Management – for identified initiatives, establish deliverables, timelines, ownership, and collaborate across LDG and Housing Authorities, including program/project meeting status updates to Leadership.
Minimum Qualifications
- Bachelor’s Degree in relevant Fields, ie. Business Administration, Real Estate, Economics, or Public Administration
- At least 3-5 years of experience in housing program management or a related field, including experience working with affordable housing.
- Proven experience in planning, leading, and facilitating meetings.
- Awareness of national and state housing trends and policies, law, regulations, and funding sources.
MINIMUM SKILLS AND ABILITIES:
- Knowledge of key local, state, and federal, HUD, and private-sector affordable housing and homeless services programs, regulations, policies, and compliance requirements.
- Knowledge of legislative process and requirements.
- Knowledge of community organizations and community resources.
- Knowledge of public housing authorities and regulatory requirements.
- Knowledge of automated systems relevant and necessary for the assigned role and job function to meet the service demands.
- Skill in interpersonal skills.
