Description
The Housing & Community Development Division in the Department of Community, Neighborhood & Housing Services is seeking an experienced full-time Program Coordinator to perform professional and administrative work implementing, promoting, and evaluating several of the City's affordable housing programs, including individual programs to help people rent or own affordable homes in Gaithersburg. The Program Coordinator strengthens and builds partnerships with agencies that help accomplish the City's affordable housing goals and objectives, maintains internal and external stakeholder relationships, and explores additional funding or grant opportunities covering a wide range of needs; and takes a lead role in helping to determine information sharing and capacity building trainings for partners including lenders and realtors, other governmental housing agencies, and housing developers providing affordable housing through the City's MPDU/WFDU program.
The ideal candidate will have superior customer service skills, including communication and timeliness, and a comprehensive working knowledge of affordable homeownership and rental programs. You must be an organized and analytical individual who exhibits a high degree of accuracy and pays attention to the details. Relevant experience in preparing, writing, and/or administering grants is preferred. The ability to fluently speak, read, and write in English and Spanish is highly desirable.
Starting salary for this position is negotiable within the anticipated target hiring range ($72,000 to $80,000) and will be offered at a level consistent with the experience and qualifications of the candidate. Job Functions
What you will do with us:
* Promote, implement, and evaluate several high-profile affordable housing programs including the Gaithersburg Downpayment Assistance (DPA) Program and its Moderately Priced Dwelling Unit (MPDU) and Work Force Dwelling Unit (WFDU) program and coordinate this work with program partners, other City staff, and community-stakeholders.
* Provide ongoing support to the City's Community Development Block Grant (CDBG) projects including the Emergency Rental Assistance, Homeownership Repair, Downpayment Assistance Program, and Neighborhood Revitalization projects; participates in regular CDBG training and becomes familiar with HUD's Integrated Disbursement and Information System (IDIS).
* Develop, coordinate, organize, and implement educational trainings and outreach events.
* Provide ongoing outreach to partners including realtors, lenders and housing developers, and the community to ensure diverse participation in City affordable home ownership and housing initiatives.
* Evaluate program performance and make recommendations for program changes/enhancements and new programming opportunities.
* Develop, update, and maintain program materials including documents and databases and public information, email newsletters, organizational charts, select partner and committee rosters, web pages, and monthly and yearly calendars.
* Participate in countywide, state, or regional home ownership and affordable housing coalitions.
* Identify, research, and pursue funding sources for specific projects/programs, including grants and public/private partnerships that support and enhance existing and new programs.
* Prepare requests for proposals and grant applications and prepare and manage contractual agreements, ensuring compliance with grant requirements and guidelines.
* Support other Division functions as needed.

Qualifications
What you will need to be considered:
* Relevant Bachelor's Degree.
* At least three years of experience in local or state government housing and community development programs, or in other comparable public or private sector programs in fields of real estate or grants administration.
* Excellent analytical, interpersonal, follow-through, and customer focus skills.
* Strong technology skills (Microsoft Office).
* Strong workload and project management skills.
* Superior writing, editing, and proofreading skills.
* Certification as professional Spanish/English translator/interpreter desirable.
* Certification in Real Estate or finance (desirable).
* Valid driver's license and safe driving record (required).
* Or any acceptable equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities to perform the essential functions of the job to satisfactorily perform job duties.

This is a full-time salaried "exempt" position requiring a minimum of 40 hours per week (not eligible for overtime compensation under the provisions of the Fair Labor Standards Act and the City's personnel regulations). Work on holidays, evenings, and weekends may be required. The position may accommodate limited situational remote work (at the discretion of the Department Director). Direct deposit of paychecks is a condition of employment for all City of Gaithersburg employees.
