Summary

The Highways And Built County Division Is Responsible For

Highway Maintenance and Network Management

Community Highways and Road Safety

Technical Services (including HS2 projects, Bridges, Transport Improvements, Highway Laboratory, Lighting, and Signals)

Sustainable Development (infrastructure associated with new housing and development), including Flood Risk Management

Key Responsibilities

This role is primarily remote, with occasional in-person attendance for meetings and planning committees.

Provide detailed comments, guidance, and recommendations on highway and transport considerations related to planning applications.

Coordinate with legal teams, Statutory Undertakers, consultants, and other stakeholders to ensure all development-related processes proceed smoothly.

Prepare and deliver evidence for planning appeals and legal proceedings under relevant planning legislation.

Maintain effective relationships with local councillors, colleagues, and external stakeholders, responding promptly to project-related queries.

Engage in public consultations, attend meetings (some outside normal working hours), and use customer feedback to shape service delivery.

For developments under the Town and Country Planning Act, identify necessary off-site highway and sustainable transport improvements to be implemented and funded by developers; handle associated project administration and statutory requirements.

Evaluate the transport and highway implications of proposals in Local Plans and development briefs; review Transport Assessments and Travel Plans depending on the postholders expertise.

Participate in pre-application discussions with developers to promote sustainable and policy-compliant estate street designs.

If applicable, provide expert support in your area of specialization by maintaining up-to-date skills and knowledge.

Champion cost-effective and innovative solutions that enhance service delivery.

Adhere to all Health and Safety protocols, CDM regulations, environmental laws, and other statutory duties.
