Description
Head of the Management and Control Office for the Corporate Area in the Directorate of Resources and Services (D/RES).
Under the direct authority of the Director of Resources and Services, the Head of the Management and Control Office for the Corporate Area is responsible for providing management solutions, planning and controlling to the Corporate Area, and the secretariat for the AFC, IPC and AC.
Duties
The Head of the Management and Control Office for the Corporate Area is responsible for:
- providing overall management support to the Corporate Directors (CIC, RES and SLE) on the formulation and implementation of the Directorate's objectives;
- providing the secretariat for the AFC, IPC and AC and acting as the Agency's Procurement Review Support Entity (PRSE);
- proposing and managing the General and Administrative (G&A) costs cycle for the Corporate Directors and DG services in compliance with the relevant legal framework and in coordination with the relevant corporate functions;
- consolidating and maintaining financial and workforce plans (staff and industrial support) for all activities in the Corporate Area and defining budgets and related flexibility margins;
- providing business/programme/ project control, monitoring and reporting to the Corporate Area and ensuring compliance within the established targets and the Agency's corporate policies;
- coordinating the activities of the Corporate Directors related to risk management and the implementation of the Quality Management System, knowledge and records management;
- supporting D/RES in the management of the Directorate and day-to-day activities including the preparation of key documents, inputs and briefings for internal and external meetings and the coordination of inter-department and inter-directorate activities;
- managing and coordinating RES internal and external communication activities.
The Head of Office acts as Senior Financial Controller (SFC) for the Corporate Directorates and reports in this role functionally to RES-F.
You will also be responsible for identifying, assessing, managing and reporting the health and safety risks in your area of responsibility.

Education
A master’s in business administration or in another relevant field is required for this post.
Additional Requirements
Proven experience in project and programme management and controlling is required.
You should, in addition, have:
- proven experience of leading, motivating and developing a team;
- the ability to provide strategic direction to the individuals and teams within the Office and to relate team objectives to the overall, evolving organisational goals and context;
- the ability to drive performance and foster cooperation within and across teams throughout the organisation;
- demonstrated excellent leadership, relationship management and oral and written communication skills;

- excellent cognitive, analytical, delegation, planning and organisational skills;

People management experience is required while international experience is an asset, including outside your home country, as well as experience in diverse functional areas relevant to ESA activities. Mobility is inherent to management functions and this position may be subject to rotation.
