Location: Doha, Qatar



Position Summary:

We are seeking an experienced and strategic Head of Human Resources to lead the HR function for a diverse organization with a strong operational footprint in Qatar. This leadership role will oversee all HR activities, ensuring alignment with business strategy, compliance with local labor laws, and a strong organizational culture that attracts and retains top talent. The ideal candidate will possess a blend of strategic vision and hands-on execution in a fast-paced, people-driven environment.


Key Responsibilities:

  • Lead the development and implementation of the company’s HR strategy in alignment with overall business objectives.
  • Ensure compliance with Qatari Labor Law and regulations, including Qatar Labour Law No. 14 of 2004, QVC/QID requirements, and regulatory reporting obligations.
  • Oversee manpower planning, recruitment, onboarding, and mobilization of local and expatriate staff in coordination with government relations and PRO functions.
  • Develop and implement HR policies, procedures, and frameworks that support operational effectiveness and people development.
  • Drive employee engagement initiatives and foster a high-performance culture that aligns with the company’s values and vision.
  • Provide counsel to senior management on organizational design, talent development, succession planning, and workforce optimization.
  • Manage compensation structures, benefits administration, and payroll in accordance with local practices and company standards.
  • Handle employee relations, grievance management, and disciplinary procedures in a fair, timely, and compliant manner.
  • Oversee HR operations, records management, and HRIS systems, ensuring data integrity and process efficiency.


Qualifications and Skills:

  • Bachelor’s degree in Human Resources, Business Administration, or a related field (Master’s degree or MBA preferred).
  • 10+ years of HR leadership experience, preferably within Qatar or the GCC region.
  • Deep understanding of Qatari labor laws, immigration procedures, and regulatory environment.
  • Proven experience in developing and executing HR strategies in operationally intensive environments.
  • Strong leadership, communication, and people management skills.
  • Fluent in English; proficiency in Arabic is a strong advantage.
  • Results-driven with the ability to build systems from the ground up and improve existing structures.
  • High level of cultural awareness and experience working in diverse, multi-national teams.
