Job Description Summary: Under general direction, the Grants Manager manages citywide activities related to pursuing, obtaining, and managing grants and associated partnerships. As manager of the citywide Grants Office within the Budget & Grants Division, this position coordinates, oversees, and advises on citywide grant funding opportunities, grants administration and management across the organization. This position oversees the development and management of citywide grant programs in support of the City of Boulder's priorities and goals, including but not limited to, non-profit support, infrastructure and climate adaptation projects, human services programming and public safety innovation. The Grants Manager serves as a key role in the Finance Department and the organization to support and advise on strategic grant opportunities that support financial planning and stewardship, to pursue federal, state, and private grant funds, and to oversee the development of citywide grant-making programs. Job Description: ESSENTIAL DUTIES AND RESPONSIBILITIES * Oversees and performs research to identify and advise Finance Department leadership and City management on key grant funding opportunities in support of the City of Boulder's priorities and goals. * Oversees the development, implementation, and management of citywide grant programs. Manages and oversees workplans and projects of Grant Analysts and Grant Administrators within the central Grants Office. * Leads in the centralized review of the grant application process and development of reporting and tracking systems. Interacts with Federal, State, and Local agencies to ensure that grant projects comply with program guidelines for funding, expenditure and programmatic accountability. Supports department grant compliance through monitoring, tracking, and training of requirements, such as reporting and grant period timelines. * Identifies, establishes, and implements grant policies and standards for the organization. * Researches and maintains a dynamic list of funding opportunities and effectively communicates opportunities with appropriate department staff members. * Works with city partners and staff to establish relationships with granting agencies and organizations. * Supports departments in applying for grants, including coaching and writing certain grant applications, reviewing and editing applications, as well as provides technical assistance in receiving grant funding, and establish grant reporting and monitoring systems to support compliance. * Develops and supports a grant activity performance system and effectively communicate to department and city leadership on grant activities. * Proactively works with departments to prepare for grant opportunities and help drive alignment with the annual budget process for matching and other funding needs. * Develops and maintains city partnerships in pursuit of collaborative and strategic funding opportunities. * Partners with departments and budget staff to identify funding needs most in alignment with potential grant opportunities. * Participates in the annual budget process to help identify projects and programs that are good candidates for grant funding based on potential grant opportunities. Strategizes and synthesizes budgetary and financial information to propose recommendations for grant funding strategies and priorities. * Attends conferences, webinars, governmental meetings and other outside informational opportunities to proactively learn about grant opportunities. Maintains abreast of key grant policy and administration changes. Advise management on changes and potential impacts to current or future grant opportunities. MINIMUM QUALIFICATIONS * Ability to collaborate and coordinate the work of others. * Ability to communicate effectively both verbally and in writing. * Ability to conduct research, analyze findings, prepare and present clear and precise recommendations and reports. * Ability to establish and maintain effective working relationships with City management, the City's Chief Policy Advisor, City Council, government agencies, grant funding agencies, non-profit agencies, private companies, legislators and the general public. * Ability to identify grant-related problems and issues, recommend solutions and implement corrective actions. * Ability to understand, interpret and communicate grant and financial terminology. * Ability to work independently with minimal supervision. * Knowledge of and experience in grant accounting, reporting principles, internal controls and record keeping techniques. * Knowledge of and experience researching and identifying grant sources, understanding and training grant application procedures, proposal requirements and reporting requirements. * Knowledge of and experience with principles, practices and techniques of governmental grant research, writing, administration and monitoring. * Knowledge of the policies, methods, and practices of municipal grant administration. * Skill in operating independently, setting priorities, solving problems, and implementing initiatives. * Valid Driver's License and ability to maintain an acceptable motor vehicle record. * Have and maintain acceptable background information, including criminal conviction history. PREFERRED QUALIFICATIONS * Ability to demonstrate successful track record in obtaining grant funding. * Knowledge of and experience in disaster funding administration and reporting. * Knowledge of and experience in providing organizational-wide leadership in identifying strategic funding opportunities. * Knowledge of and experience with local government and a familiarity with federal grant management and a successful track record of grant awards and reporting. * Knowledge of and experience with managing federal grants at the local government level. * Master's Degree in Public Administration or a closely related field. REQUIRED EDUCATION AND EXPERIENCE * Bachelors' Degree in Business or Public Administration, or related field. * Seven (7) years of experience in federal, state, or local government grant writing and management. * Two (2) years with supervisory experience or managerial capacity. SUPERVISION Supervision Received: Budget Officer Supervision Exercised: Grants Program Administrator, Grants Program Analyst WORKING CONDITIONS AND REQUIREMENTS * Physical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person.  Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in an office setting.  Work may include extended periods of time viewing a computer video monitor and/or operating a keyboard.  Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions. * Work Environment: May be required to attend evening meetings and weekend trainings, based on need. * Machines and Equipment Used: Frequently uses standard office equipment including computers, telephones, calculators and copy machines.
