The South Carolina Department of Public Health (SC DPH) is seeking a motivated and detail-oriented Grants Compliance Specialist to join our team. The successful candidate will be responsible for ensuring compliance with applicable rules and regulations through desk reviews, providing training to partners, and managing critical documentation for subrecipient monitoring. This position requires strong organizational skills, attention to detail, and the ability to collaborate effectively with internal and external stakeholders.
Job duties will include, but are not limited to:
* Compliance Desk Reviews: Perform limited desk reviews to verify reimbursements comply with all applicable rules and regulations. Review and approve subaward documentation. Recommend corrective actions when required and ensure follow-up on compliance matters.
* Training and Support: Provide subrecipient training to internal and external partners as needed. Collaborate with program staff to offer support and training related to monitoring activities.
* Subrecipient Monitoring and Documentation Management: Prepare and manage bulk mail-outs, tracking responses accurately. Maintain master spreadsheets for tracking purposes. Review and score risk assessments for subrecipients. Enter FFATA reports into the FSRS System and ensure accuracy of annual audit report reviews. Follow up to ensure all documents are received in a timely manner.
* Other Responsibilities: Process and maintain documentation related to funds transfers, invoices, and reports. Assist with operational tasks and duties as assigned by supervisors and upper management.

Minimum and Additional Requirements
A bachelor's degree in accounting, finance, business, or a related field, along with professional experience in areas such as accounting, auditing, or finance. At least two (2) years of experience in federal, state, or private grants management, as well as general ledger management. Must be highly skilled in using spreadsheets (MS Excel) and database applications (MS Access).
Preferred Qualifications
Previous experience monitoring the financial requirements of federal subrecipients, including working with 2 CFR 200. Familiarity with various South Carolina Enterprise Information System (SCEIS) modules.

DRIVING RECORD: If this position requires the applicant to possess a valid driver's license to operate a state vehicle or personal vehicle, any applicant being considered in the final stages of selection for the position will be required to provide a certified copy of a 10-year driving record.
