Summary

Job Title: Program Manager – GIS (Hybrid | Bay Area)

Location: Oakland, CA (Hybrid – 2-3 days onsite/week)


A leading utility provider is seeking an experienced Program Manager to lead strategic GIS initiatives as part of a major enterprise transformation. This is a hybrid role based in the Bay Area, working on programs that directly support critical operations in Gas, Electric, Power Generation, and IT Infrastructure.


The IT function is a unified team of departments working collaboratively to plan, deliver, and operate high-quality technology solutions. The GIS Center of Excellence (GIS COE) plays a pivotal role in maintaining and advancing geospatial applications across the business.


Position Summary:

The client is looking for a Program Manager to oversee the delivery of a high-profile initiative. This individual will lead GIS-focused programs with budgets ranging from $5M to over $100M, ensuring alignment with broader business and technology objectives.


Key Responsibilities:

  • Lead large-scale GIS programs, coordinating with parallel workstreams and cross-functional teams
  • Develop and execute strategic delivery plans, including goals, timelines, and KPIs
  • Manage and track program budgets, resources, risks, and deliverables
  • Maintain alignment with dependent programs and stakeholder expectations
  • Facilitate officer-level engagements and executive communications
  • Provide project governance and ensure audit and compliance standards are met
  • Support regulatory reporting requirements, including General Rate Case (GRC) data responses
  • Drive continuous improvement and identify opportunities for process innovation


Required Experience:

  • 10+ years of relevant program or project management experience
  • Proven track record delivering complex, enterprise-scale IT programs
  • Bachelor’s degree or equivalent professional experience


Preferred Qualifications:

  • 5+ years working with Esri GIS technology
  • Experience in the utility sector, particularly with Gas and/or Electric operations
  • Prior accountability for program budgets exceeding $100M
  • Experience with large-scale GIS deployments (2,000+ users)
  • Familiarity with cloud-based GIS implementations


Compensation & Work Environment:

  • Bay Area Salary Range: $140,000 – $238,000
  • Eligible for discretionary bonus programs
  • Hybrid work model (2–3 days/week onsite in Oakland, CA)
