Overview
The IT GIS Manager leads the IT GIS team and provides oversight, management, design/implantation, and leadership of GIS services and applications to support City departments. They will provide technical management to deliver projects/products of various scale, form, and duration in line with business priorities; deliver quality service and fulfill mission/values of department; lead and mentor team members in accomplishing tasks; understand business strategy for departments association to GIS system; and oversee, define, and monitor critical path activities to resolve issues.
Responsibilities
Understand emerging technologies and their application to improve City services
Make sound decisions concerning GIS technologies as applied to City
Analyze complex problems, evaluate alternatives, and make sound, well-structured recommendations
Assess spatial needs of City department and recommend solutions
Must be proficient in Arc Map, ArcGIS PRO, ArcGIS Online, Model Builder, ArcGIS Administrator (License Manager), ArcGIS Server, and ArcGIS
Provides oversight for operations related to the IT GIS team; this includes administrative support, payroll, timekeeping, travel, procurement processes, budget processes, department metrics, benchmarks, open records requests, and e-discovery requests
Works closely with department managers in achieving operational goals
Instructs, manages, directs, and motivates staff to meet departmental goals
Prepares and recommends departmental strategy to include policies and procedures
Acts as a leader for the organization
Prepares presentations
Provides timely status reports and monitors assigned budget
Works closely with peers and ensures that work assignments are for the betterment of the team to meet departmental goals and mission
Leads team in providing support for application development and implementation for low to high complexity
Works closely with customers, analysts, and team members to understand business requirements that drive the analysis and design of quality technical solutions
Align solutions with business and IT strategies that comply with the organization’s architectural standards
Analyzes systems and procedures to solve problems
Works on complex business issues, which have a significant impact to the City’s GIS and across GIS processes and functions due to the integration of applications
Write reports, business correspondence, and procedure manuals
Performs other related duties and fulfills responsibilities as required.
Position Type and Typical Hours of Work
Exempt – Full-Time
Flexibility to work evenings, weekends, and holidays is a schedule requirement

Minimum Qualifications
Bachelor’s degree
Four (4) years of experience
Preferred Qualifications
Proficiency in SQL, Python (ArcPy and Python API)
ESRI Enterprise, Desktop, and Specialist Certifications
GISP Certification
Experience with Oracle Developer, Microsoft SSMS, and Windows Server OS
Licenses and Certifications
Required
A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating
A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview.
