The Prince George's County Department of Public Works & Transportation (DPW&T) is currently seeking highly qualified applicants to fill a GIS and Application Specialist (Planner 1A) (Grade A18/21) position in the Office of Director.

About The Position

This entry to full performance professional planner position will serve as Storm Water Management (SWM) Geographic Information Systems (GIS) Mapping Analyst within the Office of the Director. The roles will mainly support SWM data, analysis, and related assets and work closely with the Office of Strom Drain Maintenance (OSDM). The incumbent will support and contribute to stormwater-related activities and projects by collecting, analyzing, and integrating Geographical Information System data; provide OSDM staff with geolocations for work activities; convert collected data from field operations into GIS database with accurate spatial location; interpret aerial photography and imagery; analyze GIS data to identify spatial relationships and display results of analyses using maps, graphs, or tabular data; maintain and modify existing databases for the SWM inventory and Storm Drain inventory; update maps using ArcGIS Pro and ArcGIS online mapping tools, and create web map applications as needed. This position will also support GIS projects and tasks within the Office of Highway Maintenance, Office of Transportation, Office of Engineering, and Project Management. Work is performed under the direct supervision of GIS & Data Program Manager, Office of the Director.

About The Agency

The Department of Public Works and Transportation (DPW&T) is responsible for nearly 2,000 miles of County-maintained roadways that range from rural to urban classifications. The transportation infrastructure includes 900 bridges, as well as shoulders, sidewalks, curbs/gutters, stormwater management facilities, driveway aprons and nearly 3,000 acres of grassy area -- all of which are maintained by staff of the Department. DPW&T’s workforce keeps the County’s various services moving by performing a myriad of activities which include removing snow and ice from County-maintained roadways, upgrading traffic signals, installing streetlights, clearing fallen trees, unclogging drainage inlets and maintaining stormwater management facilities, as well as performing roadway repairs ranging from potholes and sidewalk trip hazards to bridge repairs and resurfacing projects and more.

Examples of Work

  • Provides Geographic Information Systems (GIS) technical assistance to Storm Water Management projects and related tasks by working with the Office of Storm Drain Maintenance (OSDM).
  • Collects, compiles, and analyzes storm water related GIS data and provides geolocation services to OSDM staff members.
  • Builds models and scripts to automate GIS tasks when needed for the different GIS projects.
  • Assists with the channel database maintenance and updates.
  • Creates or edits existing survey using ArcGIS Survey 123, Run ETLs on feature datasets within a Spatial Database Engine (SDE).
  • Creates, maintains and trains staff on ArcGIS Online and mobile GIS apps for field staff.
  • Accurately updates existing maps and databases regarding storm water-related activities and projects.
  • Recommends changes to tables, field names, data types, domains, and attribute rules to the Enterprise Stormwater Management Geodatabase Data Owner.
  • Works in Enterprise Development environment to devise, test, and show proof of concept for changes and additions to the data models for feature classes and associated tables that support DPW&T mission.
  • Supports Vision Zero GIS efforts by providing assistance with data driven solutions and ArcGIS Online help.
  • Develops file geodatabases and relational databases within OSDM and other DPWT offices.
  • Develops and accurately updates the Enterprise (SDE) database datasets along with the metadata files in coordination with the Office of Highway Maintenance (OHM), Office of Storm Drain Maintenance (OSDM), and Office of Engineering and Project Management (OEPM).
  • Performs geoprocessing operations on datasets to better visualize and present findings on projects.
  • Supports the County's Vision Zero GIS efforts by providing assistance with data driven solutions and ArcGIS Online help.
  • Provides regular updates on completed County PGC 311 requests and presents (graphically or in writing) to interested parties as needed.
  • Completes all GIS assignments by outlining the GIS schema, writing letters, and performing other actions as necessary within due dates or approved extensions.
  • Provides technical support and accurate information to other departments and staff relating to transit service and planning coordination.
  • Communicates both orally and in writing with superiors, elected officials, co-workers, subordinates, employees of other agencies and businesses and the public.
  • Prepares written responses to data request form the different stakeholders with appropriate data formats and file paths.
  • Prepares various project reports and study findings on special assignments.
  • Conveys the County’s position accurately and confirms that it is represented to assigned groups, staff and/or the public and that superiors are advised of pending actions, problems, and results of meetings.
  • Completes work complies with established County policies and procedures.
  • Collects, compiles, and analyzes DPWT related GIS data to make recommendations to supervisor and complete assignments.
  • Supports SDE database administration, server maintenance and performs routine database checks and backups.
  • Participates as a critical/essential employee in the Department Snow and Ice Control program and other emergency or special activities as assigned.

Qualifications

  • Bachelor's degree in urban and regional planning, urban design, public administration, economics, business administration, transportation planning, political science, environmental science, or other field.

An equivalent combination of relevant education, training and experience will be considered.
