The Position Under immediate supervision, incumbents perform a variety of duties at the sub-journey level while receiving training for advancement to an entry-level professional class related to fiscal or business management functions in State government. Incumbents continue to receive training in performing the duties relevant to the class they are underfilling. This is the continuing trainee level in the series and incumbents may progress to the next level in this series by meeting the minimum qualifications, satisfactory performance, and with the recommendation of the appointing authority. This position is underfilling for a Management Analyst 2. Position serves as the certified contract and subgrant manager and agency monitor for all agency contracts/subgrants. This position will plan, organize, and coordinate the contract management process, as well as provide technical assistance to staff in the development of contracts. The incumbent facilitates Request for Proposals (RFPs), leases, inter-local and intra-local agreements as well as amendments; ensures accuracy and appropriateness of contract text, budgets, and attachments; ensures contractual documents are accurate, complete, meet state regulations, and deadlines are met; and processes all contract/subgrant payments in Advantage. This position will also ensure compliance with all State and Federal guidelines as appropriate in the development and management of subgrants as well as development and implementation of new or revised policy and procedure for these tasks.
