Summary

Job Description and Duties RESPONSIBILITIES * Draft, issue, and award contracts, amendments, work orders, service work orders, construction change orders, intra-branch agreements, and other facility-related agreements (contract documents) as assigned. Assigned contracts are for any facility-related goods and services the Judicial Council may need. These contracts are with individual proprietors, suppliers/vendors, counties, and superior courts, just to name a few. * Receive assignments via Fiscal and review requisition attachments for accuracy and completeness of documentation. Communicate with Facilities Services staff regarding any missing, unclear, or incorrect information. * Review the specifications for the project, contracts and proposal documents, and procurement summary where applicable, to verify contract and procurement compliance. Communicate with and provide guidance to Facilities Services staff if additional documentation, compliance, or analysis is required. Determine the type of contract and language that best meets the needs of the Judicial Council and the requester. Draft the appropriate contract document using Judicial Council approved template(s). Request, communicate, and coordinate with Legal Services when required. * Create or update a Fiscal Procurement Contract ID for supervisor approval. Working from a Fiscal requisition, input data to create or update an existing purchase order (PO). Route the electronic files for peer review. Make any needed corrections. Route complete peer-reviewed package to supervisor for review and approval. Work with Budget Services to ensure PO meets Judicial Council standards. Dispatch PO once fully approved. * Prepare a transmittal letter and e-mail the approved contract documents to the stakeholder (vendor, proprietor, court, etc.) for signature. Address any inquiries, clarifications, or negotiation concerns. * Draft and administer facility-related solicitations, including Requests for Proposals (RFP) and Requests for Qualifications (RFQ) for services in accordance with applicable contracting manual requirements and Judicial Council policies, and within funding constraints. Other Duties and Responsibilities * Attend status meetings with internal customers * Complete all Judicial Council required annual trainings and webinars. The successful candidate will be expected to work in person at the Judicial Council's San Francisco or Sacramento office at least two days per week, based on their office leader's direction, and reside in the areas surrounding these locations. This Construction Contracts Analyst collaborates with all levels of Judicial Council staff and management to administer facilities-related contract documents and processes. In this capacity, incumbents draft, issue, and award contracts, contract amendments, work orders, and other facility-related contract documents for new and recurring contracts, analyze service work orders, work orders, and change orders for contract compliance, enter procurements into the Fiscal system, and perform Fiscal purchase order close outs. Further, they draft and administer facility-related solicitations, including Requests for Proposals and Requests for Qualifications for services in accordance with applicable contracting manual requirements and Judicial Council policies and within funding constraints. Incumbents also provide facility-related contractual support, participate in the vendor management program, and provide general administration including responding to Public Access to Judicial Administrative Records requests related to facility-related contracts and training. Department Website: http://www.courts.ca.gov/careers Special Requirements MINIMUM QUALIFICATIONS Bachelor's degree, preferably in business, finance accounting, or a directly related field, and three (3) years of professional experience in accounting, finance, budgetary, or contract administration. An additional four years of professional experience in the assigned function as noted above may substitute for the bachelor's degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis. OR Juris doctor, Master of Business Administration, or master's degree in a directly related field for the assigned discipline such as finance or accountancy. OR Two years as an Associate Fiscal Analyst, in the assigned field, with the Judicial Council of California or two years of experience performing the duties of a class comparable in the level of responsibility to that of an Associate Fiscal Analyst in a California Superior Court or California state-level government entity. Desirable Qualifications: * Experience with technical contracting in a state environment. * Knowledge of facilities renovations and capital construction projects. * Intermediate to advanced writing and formatting skills in Microsoft Word and Excel.
