Financial Analyst for provincial government ministry client, North York.

Initial Term: ASAP to August 22, 2025, with possible extension.
Target Compensation: From $35 per hour to $45 per hour, with some flexibility according to experience.
Regular Work Hours: 7.25 hours per day not including 1 hour unpaid lunch break, to be worked during regular business hours, Monday to Friday (36.25 work hours per week).
Work Location: Hybrid - combination of 2 days remote-based and 3 days onsite at client's North York office. Onsite work expectations subject always to client business requirements, and may change according to client business need.
Position Reports To: Controller.
Responsibilities Summary:
Support Ministry's fiscal planning and decision-making processes through detailed financial analysis, reporting, and forecasting, ensuring efficient budget management, compliance with financial regulations, and optimal use of resources to meet strategic goals. Will act primary contact for portfolio of financial activities, review and analyze base model estimates such as cost drivers, variables and assumptions, as well as financial forecast information and variance analysis for completeness and accuracy, and ensure financial transactions and records comply with accounting standards, government policies, procedures, and audit/documentation requirements.
- Monitor and provide financial analysis and advice in relation to multi-year financial planning and forecasting, budget estimates processes, and budget control.
- Conduct research, perform in-depth reviews and summaries of financial data and options analysis, and identify any risks to performance against established objectives to support senior management reporting and decision-making.
- Work with programs to identify appropriate performance and service standard information and incorporate it into financial analysis to assess business performance and identify risks to achievement of objectives. Identify potential problems, investigate and follow up on any errors or omissions, and identify any linkages and cross-cutting issues.
- Use financial reporting systems to prepare a variety of regular and ad hoc financial information and analytical reports.
- Develop, support, and maintain financial information/reporting systems and procedures to support budget monitoring and verify integrity and reliability of financial information.
- Advise on financial impact of complex submissions and transactions to financial and non-financial audiences. Participate in the development, implementation, and communication of financial policies, procedures, processes, and best practices.
- Additional financial analysis and reporting responsibilities as required.
Qualifications:
Education: Post Secondary Degree Accounting, Finance, or similar discipline.
Professional Credentials: CPA or CFA designation an asset.
Preferred Work Experience: At least 3+ years of experience in financial analysis and reporting for a complex organization.
Preferred Sector Experience: Public Sector accounting and financial reporting experience strongly preferred.
Technical and Language Skills Requirements:
- Well developed knowledge of large-scale financial information and mainframe accounting systems in order to obtain and analyze financial data and to prepare various reports.
- Advanced skills in MSOffice software, including advanced Excel (will be tested).
- Proficient English communication and presentation skills to prepare detailed reports and consolidated summaries and to prepare analysis and recommendations on financial issues to senior and program managers.
- Strong English verbal communication skills to provide advice and guidance to a diverse range of staff and stakeholders on budget and business plan development, and to explain and interpret financial policy as it relates to financial planning.

- Demonstrated knowledge of financial planning and management and accounting principles and practices including financial forecasting, budgeting, reporting processes and financial controls.
- Ability to interpret and apply legislation, business plan commitments, strategic direction and service delivery models. Demonstrated understanding of policies and procedures, core business processes, program delivery principles, decision making processes and accountability structures to support planning and implementation of ministry programs.
- Demonstrated ability to carry out complex statistical and financial analysis, including analyzing expenditure trends and patterns, providing variance explanations, identifying potential fiscal problems and issues and providing advice and/or recommendations on best practices.
- Demonstrated ability to analyze business cases to assess compliance with policy, accepted accounting and financial planning and management practices and overall cost effectiveness.
- Proven ability to professionally handle confidential information and exercise good judgement in the interpretation and application of instructions and organization policy.
- Excellent client management and support skills. Demonstrated ability to work well both independently and collaboratively, and in an advisory capacity, and liaise effectively with a wide and diverse range of internal and external stakeholders.
Additional Requirements:
- Must be legally entitled to work in Canada, providing satisfactory documentation upon request.
- Ability to work both remotely and onsite, abiding by organization health and safety policies.
- Ability to declare personal Non-Conflict of Interest in execution of assignment responsibilities.
- Provision of certification of AODA and OHSA online training course completion prior to assignment start.
