Job Description
Basic Purpose
Positions in this job family conduct investigations related to regulatory compliance, such as licensing, certification, and training, background, and suspected violations of federal, state, or local laws, including major and covert investigations; document and collect findings/evidence according to established protocols; and maintain integrity of all aspects of the investigation by complying with established policies and procedures.
Typical Functions
The functions performed in this job family will vary by level, unit and organization, but may include the following:
* Investigates matters relating to regulatory compliance, such as licensing, certification, training, background investigations, regulatory violations, suspected violations of federal, state, or local laws to include major and covert investigations
* Investigates or assists in the investigation of complaints against law enforcement agencies and officers, and private security companies, guards, and investigators, or others similarly employed
* Interviews and questions witnesses, references, and other appropriate individuals to obtain facts and evidence regarding investigation being conducted
* Collects and maintains information and evidence related to the investigation ensuring chain of custody is maintained when appropriate
* Analyzes and evaluates collected information and evidence and prepares a written report
* Appears as a witness in court proceedings to testify to the findings of the investigation
* Maintains a working, professional relationship with persons related to the investigation
* Establishes and maintains effective and cooperative communication with internal staff, law enforcement personnel, and others involved with the investigation
* Serves as the agency's liaison for assistance and services to law enforcement, the private security industry, local government, other state agencies, and the general population
* Develop and/or instructs law enforcement, private security, and other similar educational courses, as directed
* Perform other job-related duties as assigned
* Supervise lower-level investigative staff
Level Descriptor
Levels are distinguished based on the complexity of assigned duties, the level of expertise required for completion of work assignments, and the responsibility assigned for the supervision of others.
This is the leadership level of the job family where incumbents will have supervisory responsibility of assigned Law Enforcement Investigators and will perform all associated tasks and activities with supervision. Incumbents will review and assign complaints and investigations to assigned staff.
Knowledge, Skills, Abilities and Competencies

Knowledge, Skills, and Abilities required at this level include knowledge of supervisory practices and principles; team dynamics; and methods of investigation.
Skills required include skill to mentor and coach; prepare and instruct educational courses effectively; and communicate effectively, both orally and in writing.
Abilities required include the ability to apply conflict resolution techniques; build cohesive team/work unit; and provide community- and client/customer-focused service.
Education and Experience
Education and Experience requirements at this level consist of possession of a Council on Law Enforcement Education and Training (CLEET) Peace Officer Certification or be eligible for Certification through Reciprocity, five (5) years of experience in law enforcement with three (3) years of experience as an instructor and/or investigator, and CLEET certified Basic Instructor Development.
Special Requirements
This position requires extensive job-related travel.
Commissioned employees working for the Council on Law Enforcement Education and Training will be required to pass a peace officer background investigation as defined in 70 OS § 3311E.
The Council on Law Enforcement Education and Training requires candidates to have a valid Oklahoma's driver's license
The Council on Law Enforcement Education and Training may allow substitution for the Basic Instructor Development certification.
The Council on Law Enforcement Education and Training may give preference to candidates with a bachelor's degree in criminal justice or related field.
The Council on Law Enforcement Education and Training may give preference to candidates with a skills instructor certification such as Defensive Tactics, Firearms, or Law Enforcement Driver Training.
The Council on Law Enforcement Education and Training may give preference to candidates with experience in law enforcement supervision or management.
