ARE YOU UP FOR THE CHALLENGE?

We want you to be a part of our team, from Brussels, as a Expert in information & document management.

WHAT WILL YOU DO IN YOUR DAY-TO-DAY?

  • Provide expert advice on defining policies and strategies for content, records, archives and information management, including capture, selection, retention and digital preservation.
  • Contribute to the definition and implementation of metadata standards for content and records management, including archival description.
  • Implement data publication and exchange solutions by exploiting potential advantages of linked open data and semantic web technologies.
  • Conduct advanced statistical analysis of large-scale educational and social datasets to produce results suitable for publication and dissemination
  • Produce data-driven reports and visualizations to inform education and social policy
  • Perform integration and analysis of survey and administrative data across different domains
  • Design and implement reproducible workflows for data processing and documentation
  • Evaluate the effectiveness of policies and programs using quantitative data analysis
  • Interact with IT units to define and clarify the characteristics, structure, and requirements of EAC data sources and systems.

WHAT DO WE EXPECT FROM YOU?

  • At least 5 years of specific expertise in MS Office tools (Word, PowerPoint, Excel etc)
  • At least 5 years of specific expertise in statistical computing using R or other reproducible research tools
  • Analytical thinking and strong quantitative reasoning skills applied to policy-relevant topics demonstrated by aauthorship of at least 5 book chapters or peer-reviewed publications in recognized journals in the fields of education and social sciences.
  • Excellent knowledge of Windows-based user environments
  • Knowledge of standards and best practices in the domain of records, archives and information management, particularly in the context of digital research documentation and open data policies.
  • Experience in implementation or support of large-scale, multi-user data systems for international education and social science assessments (e.g., PISA, TIMSS, ICILS, ICCS), with a focus on metadata structuring and data quality assurance.
  • Practical experience in information management and metadata management, including the use of open data technologies, reproducible documentation tools (e.g. R Markdown, Jupyter Notebooks, Quarto), and support for data dissemination.
  • Good knowledge of agile methodologies in collaborative research and policy development projects.
  • Familiarity with digital preservation practices and preparation of research outputs for long term access and public dissemination.
  • Advanced use of statistical programming tools (e.g. STATA, SPSS, Matlab, SAS) and open-source platforms for data analysis, workflow automation, and documentation (e.g. R, Python, Apache Airflow).
  • Experience in managing and analysing large-scale international education and social survey data, with emphasis on producing policy-relevant outputs.
  • Proficiency in designing and implementing reproducible workflows for statistical analysis, using open science tools and standards.
  • Strong understanding of metadata structuring in the context of survey data, academic publications, and open-access research.
  • Experience collaborating in multidisciplinary teams within international organisations with contributions to policy-related research.
  • PhD in statistics, economics or social sciences is an asset
  • Knowledge in using tools to build adoption dashboards and reports
  • Good IT skills
  • Experience in E-learning creation, writing scripts is an asset
  • Understanding of Data Protection regulations and their impact on technical solutions will be an asset
  • Good knowledge of Microsoft 365’s applications management and administration is an asset
  • Capability; willingness and experience in working in teams.
  • Knowledge of the programmes managed by DG EAC (e.g. ERASMUS+) is considered an asset
  • Knowledge of the organisation of the European Commission with a focus on education and education research DGs (EAC, EMPL, JRC) is an asset;
  • Ability to understand, speak and write English (C1 level), French will be an advantage.
