The Montgomery County Association of Administrators and Principals (MCAAP) is hiring an Executive Director to lead and manage operations for the association, which represents over 900 administrators and supervisors in Montgomery County Public Schools (MCPS), Maryland’s largest and most diverse school district.

The Executive Director will oversee the organization's day-to-day operations, including financial management, labor relations, human resources, and facilities management. This position serves as MCAAP’s lead negotiator for collective bargaining and reports directly to the President and Board of Directors.

Responsibilities

  • Lead day-to-day operations, including office management, staffing, and technology systems.
  • Manage the organization’s finances, operations, employee benefits, and develop and manage annual budgets.
  • Serve as lead negotiator for collective bargaining and labor relations.
  • Support the Board of Directors and prepare materials for meetings.
  • Collaborate with MCPS leadership and other employee unions.
  • Oversee union events.
  • Communicate regularly with members regarding union updates and services.

Qualifications

  • Master’s degree in education, business administration, public policy, or law. (JD preferred)
  • Minimum 5 years’ experience in labor relations, union leadership, or K–12 education.
  • Experience in organizational financial management and budgeting.
  • Experience with collective bargaining and dispute resolution.
  • Strong organizational, leadership, and interpersonal skills.
  • Knowledge of Maryland labor laws and school systems is preferred.
  • High proficiency in communication and technology tools.

Schedule & Location:

  • Full-time, frequent evenings and occasional weekends required.
  • Not eligible for overtime pay. In-person position based in Rockville, Maryland.
  • No relocation assistance provided.

About MCAAP

MCAAP has three primary functions:

  • Collectively bargain and safeguard salaries, benefits and other working conditions through our negotiated agreement with MCPS.
  • Represent members as a major stakeholder in developing and implementing initiatives and programs affecting children and schools throughout the county.
  • Provide valuable information, assistance and advocacy to and on behalf of all our MCAAP/MCBOA members. Our Mission:
  • Improve the educational process for students by helping members become more effective in their roles as educational leaders.
  • Provide a single, coordinated voice for members to promote and preserve sound administrative practices.
  • Address the interest of members through political and legislative action, community outreach and continuing educational opportunities.
  • Initiate and encourage cooperative efforts with professional organizations and others to promote and give leadership in matters of mutual concern.
  • Represent members on educational and professional concerns to advance and protect the professional status and welfare of members.
  • Serve as the exclusive collective bargaining representative for all Administrators and Supervisors in Montgomery County Public Schools. MCAAP fully implements 11 Professional Learning Communities (PLCs) for administrators and supervisors. The PLCs enable unit members to meet with job-like colleagues on a regular basis to collaborate and grow professionally together. We are an active partner and voice within the school system and our two other employee organizations which represent our teachers and support professionals. Our partnership provides constant collaboration, communication and pushes to create a strong foundation which values a culture of respect in the workplace.
