Main Purpose of Job
The Environmental Program Manager I will manage and oversee the function of the Lead Accreditation and Oversight Division of the Lead Poisoning Prevention Program. This division is responsible for the enforcement of the provisions pursuant to The Environment Article Title 6, Subtitle 10 and all associated regulations including: COMAR 26.02.07 (Procedures for Abating Lead Containing Substances from Buildings),COMAR 26.16.01 - .06, 26.16.01 (Accreditation and Training for Lead Paint Abatement Services), 26.16.05 (Procedures for Performing Lead Abatement Services), and 26.16.06 (Lead in Children's Products).
The working conditions of this position involve exposure to uncomfortable or unpleasant surroundings. Occasional field visits, inspections and meetings are conducted at residential rental properties and construction sites throughout the State or assigned area and in all weather conditions. Position involves exposure to hazardous conditions which may result in injury. Exposure to lead dust and asbestos is possible as asbestos may be disturbed during lead abatement projects. The work involves special physical demands such as lifting 50 pounds or more, climbing ladders, etc. Residential, commercial and public buildings and construction projects including steel structures such as bridges or elevated storage tanks where accessing the work areas for inspection requires climbing ladders. This position also requires the use of protective equipment such as goggles, gloves, masks, etc. during site visits.
Minimum Qualifications
Education: A Bachelor’s degree from an accredited college or university including 30 credit hours in engineering or the biological, environmental or physical sciences.
Experience: Three years of experience supervising a professional staff or as a project supervisor in the General field of work.
Notes
- Candidates may substitute additional experience in engineering, public administration or law as related to environmental health on a year-for-year basis for the required education.
- Applicants may substitute registration as an Environmental Sanitarian or as a Professional Engineer for the required education.
- Applicants may substitute one additional year of experience in engineering, public administration or law related to environmental health for the 30 credit hours of required education.
- Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering, Natural Resources and Science field of work on a year-for-year basis for the required education and experience.
Desired Or Preferred Qualifications
It is preferred that the selected candidate has the following:
- Solid understanding of environmental laws and regulations, with the ability to apply and enforce them effectively;
- Strong leadership skills with experience managing teams and complex projects while ensuring compliance and efficiency;
- Skilled in creating and improving environmental programs and policies to address challenges and protect public health;
- Experienced in working with a wide range of stakeholders, including government agencies and legal teams, to support program success;
- Proficient in preparing detailed reports, including grant reporting, and using data to ensure compliance and measure program impact;
- Excellent communicator, able to explain complex environmental issues clearly and make data-driven decisions;
- Strong skills in Microsoft Office, Google tools, and compliance tracking systems to streamline operations;
- Experience in managing or supporting lead poisoning prevention programs, lead hazard control initiatives, or policies aimed at reducing lead exposure in vulnerable populations.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Candidates appointed to positions in these classifications may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).
