Job Summary
The Enterprise Architect (EA), reporting to the Chief Technology Officer (CTO), is jointly responsible with the CTO and other senior leaders of FCDC to craft a coherent and strategic technology vision and plan for FCDC itself and for the broad range of agencies that comprise Franklin County. This evolving vision must balance and support overlapping public service goals for our partner agencies against cost and consider future needs we can reasonably anticipate. The Enterprise Architect must then translate that vision into a cohesive set of projects, break the projects down into component elements with estimated costs, and ensure the software and hardware engineering teams execute the projects in line with the vision.
The Enterprise Architect role is an unusual one within FCDC. A successful EA must have a broad set of both business and technology experiences that have led them to a flexible yet sharply insightful understanding of how software and hardware technologies interact with business operations in a variety of organization types. To be successful, the EA must fluidly communicate with technical experts, organizational leaders, and know how to take ideas from paper to the real world via multi-phase projects. An EA must be comfortable both speaking in front of a board of directors when asking for project funding as well as at the whiteboard in front of busy engineers, marker in hand, illustrating complex systems.
Essential Duties and Responsibilities

* Work closely with the CTO, other FCDC leaders, and key client contacts on development of long-range technology strategies and plans covering servers, networks, cloud, and application systems, including documented roadmaps.
* Directly assist engineering, project management, and client communications resources on delivering Enterprise Technology projects via project plan development, hands-on work, and vendor coordination; act as informal project manager as needed.
* Maintain ongoing and keen observation of current IT systems and organization processes inside FCDC and/or partner agencies to find new ways to apply technology to improve organizational outcomes.
* Act as a limited Business Analyst (and call on available FCDC BA resources) to map organization workflows, whether informally or in formal process diagrams developed electronically.
* In all analyses, clearly identify whether each project or effort will:
* Reduce costs or increase efficiency
* Reduce risk
* Increase revenue or increase public service
* Maintain vigilant awareness of technology security risks and regulatory requirements in collaboration with the Enterprise Security practice
* Monitor government and technology industry trends around managed infrastructure and applications; identify opportunities for long-term and short-term improvements in capacity, functionality, and efficiency that are sized appropriately for FCDC and client needs - known or predicted
* Work closely with FCDC project, engineering, client relations, and procurement teams to provide details on project work breakdown structures (WBS), estimates for project labor hours, and technical shopping lists
* Drive creation of documented integration and testing plans for the introduction of new systems and services
* Drive creation of system documentation for cross-training, historical, and technical reference, especially for delivered projects
* Mentor engineering team members in matters of enterprise technology, project delivery, training, and documentation
* Maintain and build direct technology experience, knowledge, and skills in all areas identified in the "Technical Skills" section of this job descriptions; do this via formal and informal training and hands-on work during active projects.

SUPERVISORY RESPONSIBILITIES
The Enterprise Architect is not a direct manager of staff, but serves as a visible cross-team leader in developing technical designs and deployment plans, directly in collaboration with network, server, cloud, security, and other infrastructure engineers. The Architect also serves as a project manager and/or project sponsor, directly participating in project work, tracking accomplishments, and assisting engineers as needed. Additionally, the Enterprise Architect may be called upon to offer thoughtful performance observations to engineering managers and leaders across FCDC. Given these responsibilities and expectations, a successful Enterprise Architect will:
* Demonstrate and set high expectations for team members in terms of work quality and quantity on Architecture projects
* Encourage development of staff skills via training recommendations provided to managers
* Expertly demonstrate FCDC values and promote the vision and mission of the organization with staff
* Heavily encourage cross-team collaboration within Enterprise Technology, Enterprise Security, and across FCDC
Qualifications
Education
Preferred: Bachelor's degree (4 years) or higher in a relevant field
Required: Associate's degree (2 years) or higher in a relevant field
Work Experience
Preferred: 10+ years of hands-on engineering and system administration experience in contemporary IT infrastructure in large organizations; 5+ years of project leadership experience; 5+ years of IT staff management experience
Required: 5+ years of hands-on engineering and system administration experience in contemporary IT infrastructure in mid-size organizations; 3+ years of project leadership experience
Certification
Preferred: Two or more relevant and recent IT engineering, service management, project management, or leadership certifications
Required: One relevant IT engineering, service/project management, or leadership certification
Technical Skills
An EA must bring a broad collection of technical skills to the job every day, including experience across multiple technologies and client environments. Of course, no single EA can have in-depth expert skills in all technologies and platforms for all business types. Our expectation is an EA will bring hands-on expertise from as many of the following systems and platforms as possible:
* EA-worthy expertise and hands-on experience with a full range of enterprise-grade server systems, including:
* server virtualization hardware and software, including mass storage systems (SAN)
* multi-layered backup and disaster recovery platforms and procedures
* Windows Server operating systems and related services (AD, DNS, DHCP, Group Policy, file and print servers, IIS, etc.)
* SQL Server and related database design, operation, and management concepts
* EA-worthy expertise with a full range of network engineering technologies, including:
* Layer 1 structured cabling via copper, fiber, and all related support systems
* Layer 2 access layer network switching for floors and buildings plus Wi-Fi design and management
* Layer 3 switching and routing for larger buildings and campus environments
* WAN design and operation including private and public circuits, routers, firewalls, SD-WAN
* Deep familiarity (and ideally hands-on experience with) core data center infrastructure, including power and cooling systems, racks, cabling, colocation services, and physical security including access control and video surveillance
* Deep familiarity with major cloud solutions and options, including:
* Microsoft 365 (Exchange, SharePoint, OneDrive, Teams, etc.), Azure, Azure AD
* SaaS solutions in general and integrations with on-premises platforms
* Strong familiarity with software development lifecycle (SDLC) concepts and modern software development methods and platforms, including .NET, Agile / Scrum approaches
* Proven success leading technical projects using a team of engineers from a mix of disciplines
* Ability to plan sophisticated infrastructure deployment and upgrade projects and estimate budgets and resource requirements; can act as solo project manager mixing internal and external resources in a unified timeline; this includes:
* Ability to calculate Return on Investment (ROI) for technology projects
* Ability to run build-vs-buy analyses and make recommendations
* Ability to formally and informally propose and support tech projects up to executive sponsors
* Experience with disaster recovery (DR) planning and testing in organizations similar or relevant to FCDC's operations
* Excellent analytical and problem-solving skills in contemporary infrastructure environments
* Team-leading documentation skills with Microsoft Visio (or similar), including logical and physical IT systems diagrams
Strong ability and drive to learn new things via industry publications, events, and vendor meetings and translate new market offerings into tangible and strategic organizational benefits
