This position is located in the Division 5 Roadside Environmental Unit in Wake County and is responsible for vegetation management, development and monitoring of contracts, and permitting to the private sector. This Unit is also responsible for ensuring all work adheres to the 1973 Sedimentation Pollution Control Act, the NC Department of Agriculture Pesticide Division's regulations, OSHA and all other Federal, State or Local laws and ordinances governing the work involved, installation and maintenance of Storm water BMP's. In this position, you will serve as the inspector for all contractual operations. The position will be required to work with the contractor and their staff to ensure proper operation 24 hours/day, 7 days/week, 52 weeks/year. That includes night and weekend inspections and emergency closures due to hazardous spills, accidents, snow and ice, etc. You will be responsible for record keeping and inspection of landscape enhancement projects, mowing contracts, and Plant Bed Maintenance contracts. This position will also coordinate the Selective Vegetation Removal program with outdoor advertising companies, business owners and contractors. This includes permit and fee processing, policy interpretation and inspection of contracted work. Position is responsible for ensuring all work performed on NC DOT Right of Way is performed according to standard procedures in a safe manner.

Applicants must submit an application that clearly reflects work experience that demonstrates the following:

  • Experience independently conducting inspections for compliance with contract agreements, standards and specifications.
  • Experience in maintaining neat, legible and accurate records and reports, including computer/iPad data entry.
  • Experience inspecting contracts such as routine mowing, long arm mowing, litter removal, string trimming, roadway sweeping and plant bed maintenance/mulching.
  • Knowledge of stormwater device maintenance and the SCMS database.
  • Working knowledge of Basic & Intermediate Work Zone Safety and NCDOT Workplace Safety Policy and Procedures.

Additional Expectations

Must be able to conduct routine inspections for compliance with contract agreements, standards/codes and specifications. Knowledge and understanding of general concepts, practices, and theories used in inspection of various contracts and various other maintenance operations. General knowledge of state and/or federal rules and regulations to determine compliance. General knowledge and skill in the use of equipment and software used for inspection. Ability to maintain standard records both physically and electronically. Ability to effectively use verbal and nonverbal skills to express routing or simple technical and/or program concepts and related facts in a clear, concise, organized manner. Night and weekend work assignments are possible. Snow and ice operations and emergency response at rest area facilities are required. May be required to verbally communicate with the general public. Work may include other duties and responsibilities as assigned. You will be expected to legally operate a motor vehicle.

Associate’s degree in an applicable area of Engineering Technology, Survey Technology or a related curriculum from an appropriately accredited institution and two (2) years of progressive technician level experience; or an equivalent combination of education and experience.
