Minnesota Management and Budget (MMB) is seeking an Employee & Labor Relations Consultant to provide human resources consultation to managers, supervisors, and employees on a wide range of human resource management services in a quality and timely manner so that their labor relations and performance management needs are met.

Principal HR areas include labor consultation, performance management, investigations and participation with HR staff on workforce planning, manager training, development, and coaching.

Job duties for this position include:

  • Overseeing and conducting employee investigations as assigned by the HR Director; effectively recommend disciplinary actions and hear grievances
  • Advising managers and supervisors on employee performance, attendance, and behavioral issues, bargaining unit contract and plan provisions, and employment law
  • Developing and maintaining full business partnerships with MMB Divisions to ensure that human resource planning and management is recognized as a critical and integral requirement in meeting business objectives
  • Developing and conducting training on labor relations, employee relations matters, and investigations to ensure supervisors/managers comply with state/federal laws, policies and procedures, merit system principles, MMB policies and procedures, department human resource policies and collective bargaining agreements/plans
  • As a member of the HR office, actively participating and supporting in achieving business and policy initiatives of the HR office and the department

This position will be required to work onsite for at least 50% of their scheduled workdays each month.

Minimum Qualifications

To receive credit for your education and experience, your resume should clearly describe how you meet each minimum qualification listed, including dates of employment.

  • Three years* of advanced professional human resources and labor relations experience that includes the following activities:
    • Consulting with managers and supervisors on performance management issues including disciplinary actions
    • Coordinating, participating, and facilitating union grievance meetings and responses
    • Planning and conducting employee investigations
  • Demonstrated respect for diversity and a deep commitment to fostering an inclusive and collaborative work environment
  • Analytical, critical-thinking, and problem-solving skills sufficient to analyze and evaluate complex information and problems, identify, research and evaluate alternatives, issues and different points of view, independently make sound decisions, resolve conflicts and provide guidance to management on a variety of HR issues
  • Communication and interpersonal skills sufficient to provide clear, respectful, and timely answers to a variety of audiences, and develop and explain personnel policy to ensure understanding
  • Writing skills sufficient to; organize ideas, conceptualize problems, categorize data for incorporation into narrative reports; draft agency wide policies and procedures; prepare proposals for presentation as part of the agency’s participation in the collective bargaining process; and prepare documentation of employment decisions
  • Ability to adapt to change, lead change, and be resilient in an environment of ambiguity
  • A bachelor’s degree in human resource management or a related field may substitute for one year of professional experience.

  • Degree in Human Resource Management or related field
  • Considerable knowledge and expertise of personnel laws, rules, administrative procedures and ability to apply them to personnel issues and actions. Knowledge of pertinent state and federal employment laws (MS Chapter 43A, PELRA, ADA, FLSA, FMLA, EEOC, Human Rights Act, I-9 Immigration Law, Worker’s Compensation, MN Unemployment, MN Government Data Practices Act, Administrative Procedures) sufficient to interpret and advise HR staff, managers, and supervisors
  • Experience with State of Minnesota bargaining units and plans
  • Conflict resolution and mediation skills
