PRIMARY DUTIES & RESPONSIBILITIES

Hiring Salary for this position is $74,404-$93,005/Annually.

OVERVIEW OF POSITION / DEPARTMENT

Reporting directly to the Emergency Management Bureau Manager, the Emergency Services Specialist assists with the administration and direction of the City's emergency management program. The planning, implementation and execution of the Emergency Management Specialist's responsibilities will be associated with the major focus disciplines of emergency management including Response, Preparedness, Mitigation and Recovery.

PRIMARY DUTIES & RESPONSIBILITIES

  • Create and update city wide emergency management related plans (ex: Emergency Operations Plan, Continuity of Operations Plan, Recovery Plan)
  • Assist with developing and conducting exercises to test and evaluate the readiness capabilities of all city departments and agencies to respond to and recover from all disasters.
  • Coordinate the activities of city departments with private and public agencies regarding emergency and disaster response.
  • Supervise the functional and operational capability of the Emergency Operations Center.
  • Create and maintain a training curriculum and facilitate training for the EOC.
  • Learn and perform the duties of the EOC Coordinator and EOC Manager during incidents requiring multiple operational periods.
  • Assist with coordinating emergency volunteer programs.
  • Review all current federal, state, and municipal laws or regulations as they relate to City disaster operations.
  • Lead emergency public education program teaching hazard awareness and disaster preparedness.
  • Serve on various regional committees as an Aurora representative.
  • Coordinate through the Bureau Manager and the City Public Information Officer to prepare public service announcements and media broadcasts.
  • Work with the American Red Cross to develop and assist in shelter planning and acts as primary support to all shelter operations.
  • Assist with disaster preparedness planning for schools, community groups, faith-based organizations, and businesses upon request.
  • Write, apply, report on, and administer the Emergency Management Performance Grant (EMPG.
  • Work to identify creative projects aimed to continually improve the preparedness level of the city of Aurora, its employees, and residents.
  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS & WORKING CONDITIONS

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

Education:

  • Bachelor’s degree in public administration or directly related field.

Experience:

  • At least 2 years increasingly responsible public safety or emergency management experience to include responsibilities for program development, training and education, volunteer coordination, grant management, and public speaking.

Licenses And Certifications Required:

  • FEMA certification in Professional Development series preferred. ICS 100, 200 300, 400,700 and 800 preferred. Colorado Driver's License with a good driving record.
  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.

Knowledge:

  • Knowledge of the principles and procedures of emergency management planning and operations.
  • Knowledge of the techniques of mass communication.

Skills:

  • Strong interpersonal, organizational, and analytical skills
  • Skill and knowledge in developing large-scale exercises to test the city disaster plans.
  • Operate computer with related software.

Abilities:

  • Establish and maintain effective working relationships with employees, all levels of management including executive staff, citizens, and elected officials.
  • Handle sensitive situations with tact and diplomacy.
  • Communicate effectively both verbally and in writing.
  • Organize and prioritize work assignments; make presentations; and prepare reports and recommendations.
  • Ability to read graphically presented materials.
  • Responds as needed on a round-the-clock basis to the Emergency Operations Center or other designated location.

Essential Personnel:

  • When a local announcement of emergency or disaster is declared by the city, all City of Aurora employees may be required to work as essential personnel.

Physical Demands:

  • Medium physical work that involves moving or lifting no more than 50 pounds with or without assistance at a time with or without assistance.
  • Frequent walking and standing for training.
  • Some climbing bending, stooping, and twisting.
  • Clear vision to read and interpret reports and other written documents.
  • Speech communication and hearing to maintain communication with employees and citizens.
  • Hand/eye coordination for operation of computer keyboard, carts, and moveable shelving.
  • Hearing/listening to maintain communication with employees and citizens.

Work Environment:

  • Works primarily indoors in clean, comfortable, office environment.
  • May work outdoors or at emergency sites in varied weather conditions and terrain when needed.

Equipment Used:

  • Uses standard office equipment including personal computers and common office software such as email, internet, Word, Excel, and menu driven databases.
  • This position may require the incumbent to use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.
