Summary

As the Emergency Preparedness Program Manager, you will lead and manage the Port’s emergency preparedness training and exercise program, including curricula and exercise design, development, updates, production, scheduling, delivery, conduct, and evaluation consistent with National Incident Management System (NIMS)/Incident Command System (ICS), Homeland Security Exercise & Evaluation Program (HSEEP), and established emergency management methodologies.

  • You will provide strategic oversight of the Port-wide emergency preparedness training and exercise program for accredited training and exercises.
  • You will establish and maintain learning administrator access and knowledge, skills, and abilities (KSAs) in Learning Management System (LMS), Articulate 360, Origami Risk, and future applications.
  • You will initiate and/or coordinate the After-Action Review/Report and Improvement Plan (AAR/IP) Standard Operating Guideline for significant incidents and exercises to document lessons learned and areas for improvement.
  • You will initiate and oversee contracts/contractors as needed for planning, development, conduct, and evaluation of preparedness exercises to include all coordination with Central Procurement Office and other departments.
  • You will maintain awareness of changes to national best practices, regulatory standards, official curricula (NIMS/ICS course materials) to ensure the Port’s courses are current and meet all required standards.
  • You will enhance course materials by including appropriate feedback from training and exercise participants to maximize the practicality and value of course content.
  • You will maintain personal readiness to provide 24/7/365 support for emergencies via remote monitoring (text messaging, laptop computer, CCTV, 800MHz radio) and/or emergency call-back for Emergency Coordination Center (ECC) activations.
  • You will provide cross-training to program managers and interns in areas of expertise and ensure that others have the knowledge and skills to deliver all emergency preparedness training in absence.

Who You Are

  • Experienced – You have five (5) years of experience implementing training curricula, exercise programs, and video production related to emergency environments. If hired, you are required to become a State Certified ICS Instructor within a year of employment.
  • Desired – We hope you have any of the following licenses/certifications: Emergency Management Certification, National Incident Management System/Incident Command System 100, 200, 300, 400, 700, 800, and Homeland Security Exercise and Evaluation Program (HSEEP) and/or Master Exercise Practitioner (MEP).

  • Decisive – You have effective decision-making and personal composure in stressful environments. You can lead in highly stressful emergency situations to coordinate, command, direct, guide, and influence positive outcomes.
  • Technically Skilled – You are technologically savvy with platforms including Microsoft Office, video production (Articulate 360), online learning management, online reporting tools, virtual platforms for teaching, and general data collection and archiving for training and exercise records.

What Else You Need To Know

  • Work Schedule – Your normal work schedule will be Monday – Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). You may be required to work any and all assigned shifts, including weekends and holidays. You may be required to work during emergencies.
  • Work Environment – You will primarily work in an office environment.
  • Washington State Residency Requirement – Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.
  • Security Requirements – As the successful candidate, you will/must pass a Transportation Security Administration (TSA) background check as well as a criminal history background check with the Federal Bureau of Investigation (FBI). Your employment will be contingent upon obtaining a Port of Seattle ID badge upon clearance. You will also be required to obtain a U.S. Customs and Border Patrol Customs Seal within 30 days of hire.
