Summary

Minimum Training & Experience

An Associates Degree, preferably in Fire Science or EMS, plus a minimum of eight (8) years of service with the Palm Bay Fire Department inclusive of a minimum of three (3) years of service as a Palm Bay Combat (shift) Lieutenant are required. Required certifications are listed below under Special Requirements. Must possess a valid Florida Driver's License and have an acceptable driving record and maintain an acceptable driving record.

Special Requirements

Also required are the following certifications:

  • Fire Fighter certification
  • State of Florida, Bureau of Fire Standards & Training Fire Officer I certification
  • State of Florida, Bureau of Fire Standards & Training Fire Service Instructor I certification
  • C.P.R. Instructor Certification
  • EMT certification required. Paramedic certification is preferred

NOTE: Internal candidates who do not currently possess an Associate Degree and who timely submit an application will be considered for the position. If a candidate who does not possess the required Associate's degree is selected for the position, the candidate will have two (2) years from the date of appointment to the CDSC position to obtain the required Associate's degree.

EMERGENCY DECLARATION STATUS

Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident by incident basis, the employee’s Department Head will make the determination as to who will be required to work.

GENERAL STATEMENT OF JOB

Under occasional supervision, performs specialized work conducting training programs for personnel in the Fire Department. Work involves conducting training classes, drills and testing for Firefighters and other personnel, preparing video tapes of emergency response activities for use in training and post incident reviews, and appraising the progress of newly hired personnel in orientation training. Responsible for proper training activities and functions to meet the goals, objectives, special certification(s) and recertification(s) as required by each Bureau, standing orders and protocol established by the Department; maintain special certifications for special Bureau(s) needs. Develops and conducts classes and makes oral presentations to the general public. Confers with a variety of governmental, business, community college, certification and other groups or agencies. Employee is also responsible for providing supervisory oversight on Department Training, Career Development and Safety issues when necessary or as directed by the Battalion Chief. Work may also involve responding to scenes of major fires, hazardous materials incidents, natural or man made disasters, etc., to participate in suppression and/or rescue efforts. Employee must exercise considerable tact and courtesy in frequent contact with the media and the public. Reports to the Battalion Chief.

SPECIFIC DUTIES & RESPONSIBLITIES

Essential Job Functions

Develops and conducts training courses, workshops, classes, drills, etc., for Department personnel in a variety of general and specific fire, rescue, safety, special response activities which may include; hazardous materials, confined space, urban search and rescue and rope rescue and fire dispatch procedures or topics, including orientation classes for newly hired Firefighters and continuing education training for veteran personnel; travels to sites of real and mock emergency response incidents to critique and photograph and/or videotape activities of Firefighters and command personnel; presents critiques and edited videotapes to apprise Firefighters and command personnel of strengths and weaknesses of response efforts, and advises of steps necessary to resolve identified problems.

Maintain daily, weekly and monthly records and all department required reporting.

Administers certification examinations to Probationary Firefighters, and to veteran personnel as necessary to retain certification; assists in administration of practical examinations to job applicants; appraises progress of probationary personnel, preparing and submitting necessary reports to Department management. Develops and implements career development programs to prepare employees for promotional opportunities.

Assists in development of Department policies and procedures. Confers with Department management personnel or other city representatives, as necessary.

Performs the functions of the Safety Officer. Ensuring that safety practices are implemented in all facets of the department. During both emergency activities and routine activities.

Administers the City and Department Safety programs, providing recommendations for improvements in safety practices for assigned personnel, equipment, apparatus and facilities. Conducts follow-up activities on accidents, injuries and significant exposures to ensure proper documentation has occurred and changes in procedures are recommended to correct the unsafe condition.

Coordinates and attends tours of local business establishments by Firefighters to facilitate familiarity with layout of buildings and associated facilities; contacts local businesses to solicit cooperation and/or donation of supplies, materials, sites, etc., for use in training programs.

Conducts classes in cardiopulmonary resuscitation for Firefighters and the general public.

Coordinates training programs with other City departments to augment existing programs and/or to eliminate duplication of efforts, as appropriate.

Attends seminars, conferences, workshops, classes, lectures, etc., as appropriate, to enhance and maintain knowledge of trends and developments in the field of fire and emergency response training; reviews professional journals, attends association and professional meetings, and otherwise maintains contacts with fire and other emergency response professionals to facilitate exchange of information.

May conduct group tours of fire stations for the general public; prepares and makes oral presentations to school, civic, business and other groups, as appropriate, on topics pertaining to fire prevention and safety, fire fighting careers, etc.

May be assigned as an officer of the incident command staff at incident scene.

Performs the functions of the Public Information Officer. Prepares and distributes press releases and public information as needed or directed pertaining to Department emergency response activities and operations and establishes a close working relationship with the local media representatives.

Make written recommendations for budgetary proposals and necessary paperwork for purchases.

Manages the on-duty adjunct instructor program, scheduling adjunct instructors and coordinating with the shift officers for success.

Additional Job Functions

Performs general maintenance on various Department vehicles and office equipment.

May respond and participate in fire fighting, hazardous material response, and rescue activities until otherwise directed by a superior officer; performs necessary emergency rescue work in accordance with established protocols; administers necessary emergency medical care.

May fill in for shift Lieutenants, Driver Engineers, Firefighters as qualified and directed by the Battalion Chief or designee, in compliance with the Collective Bargaining Agreements and department policy.

Performs Other Related Work As Required.

This position is covered under the IAFF Local, 2446 Rank & File or Fire Supervisors Collective Bargaining Agreements.

Dental Insurance: Dental coverage is offered in three plans that include DHMO & PPO High/Low plans.

Vision Insurance: Vision coverage includes an annual eye exam, frames and lenses or contact lenses in lieu of eyeglasses.

Life Insurance: The City of Palm Bay provides each employee with life insurance in the amount of one time their annual base salary at no cost. Additional coverage is available at the employee's cost up to the Guaranteed Issue amount of $250,000.

Dependent/Spouse Life Insurance: The City of Palm Bay provides each employee with dependent/spouse life insurance in the amount of $5,000 per dependent at no cost. Additional coverage is available at the employee's cost.

Short Term Disability: Coverage pays 66 2/3% of employee's annual base salary during a short-term disability period not to exceed 26 weeks.

Long Term Disability: Coverage pays 66 2/3% of employee's salary at time of disability after a 180 consecutive day waiting period.

Fire & Police Pension: Sworn police officers and certified firefighters participate in a defined benefit pension plan.

Holidays: 10 holidays plus 1 birthday holiday.

Paid Leave: Accrue 144 hours of vacation and 120 hours of sick leave per year. Accrued hours increase based on years of service.

Tuition Reimbursement: Upon completion of the initial probationary period, employees are eligible for tuition and book reimbursement for college level courses for Associate's, Bachelor's and Master's Degrees. (Currently frozen due to budget)
