Our organization is seeking to hire an experienced FM Certification Analyst to join its staff. This position will report directly to the Senior Project Manager of the project and will provide subject matter expertise support for training, educational or professional development projects, including support to the FM Community training requirements, as well as delivery of training. This subject matter expertise is in the unique domain area of the Department of the Defense (DoD) Financial Management (FM) Certification Program and/or requires unique professional credentials/security clearances. This position is located at the Pentagon. Additional travel may include to Management Concepts' corporate office in Tysons Corner, VA. Some local travel, as well as national travel, may be required. Duties and Responsibilities: This role requires a combination of leadership skills, technical expertise, and a deep understanding of military operations to successfully manage complex projects in a high-stakes environment. * Program Oversight and Strategic Planning o Oversee the design, development, and implementation of training programs supporting the DoD's Financial Management Certification Program (FMCP) o Collaborate with leadership to ensure alignment of training initiatives with the DoD FM Certification framework and objectives o Lead strategic planning efforts for training operations, ensuring adaptability to evolving fiscal and regulatory environments * Training Program Development o Develop comprehensive training policies, procedures, and delivery schedules tailored to meet certification requirements across all levels of the FMCP o Ensure training programs incorporate required competencies such as financial management systems, decision support, budget formulation, and leadership skills as outlined by the FMCP * Compliance and Standards o Ensure adherence to DoD regulations related to financial management certification and workforce development * Performance Evaluation o Establish performance goals for training initiatives and evaluate their success through measurable outcomes o Regularly review program effectiveness and recommend adjustments based on feedback and changing requirements * Supervision and Leadership o Work with other FM Certification analysts, to provide guidance on best practices for program delivery o Act as a liaison between leadership teams and trainers to ensure smooth operations and consistent communication Knowledge, Skills, and Abilities: An FM Certification Specialist should possess the following knowledge, skills, and abilities: Knowledge * Comprehensive understanding of the DoD Financial Management Certification Program (FMCP) structure, requirements, and objectives * In-depth knowledge of financial management competencies required at different certification levels, including financial management systems, decision support, accounting analysis, and budget formulation * Understanding of the Continuing Education and Training (CET) requirements for maintaining FM certification * Ability to use various project management tools like Microsoft Project, Excel, or PowerPoint for deliverables, planning and reporting purposes Skills * Curriculum development and instructional design expertise tailored to adult learners in a professional setting * Proficiency in using the DoD Learning Management Systems (LMS) for tracking certification progress and managing training programs * Strong project management skills to oversee the development and implementation of training initiatives * Excellent communication and presentation skills for delivering training, presenting information and collaborating with stakeholders * Data analysis capabilities to assess training effectiveness and identify areas for improvement Abilities * Ability to align training program framework and objectives * Capacity to develop comprehensive training policies, procedures, and delivery schedules * Skill in collaborating with various internal components to enhance training effectiveness * Aptitude for strategic planning and adapting training initiatives to evolving fiscal and regulatory environments * Capability to supervise training staff and provide guidance on best practices for program delivery Education and Experience: Qualified candidates will possess: An advanced degree in management, accounting, economics, or finance with a minimum of 6 years of relevant work experience or Bachelor's degree with 8 years of experience or 12 years of experience with no degree * Must have a Secret Security Clearance
