Knowesis is currently seeking an experienced Biomedical Research Program Manager with extensive experience in the execution management of military biomedical research programs to support the Defense Health Agency (DHA) Research and Engineering Directorate. This hybrid position is in Frederick, MD.
This position requires a Public Trust and requires U.S. Citizenship (applicants without proof of US citizenship will not be considered due to the position’s security clearance requirement).
Job Duties and responsibilities include, but are not limited to:
Proposal and Grant Evaluation – reviewing research proposals and providing scientific or administrative support to provide recommendations for selection
Project Oversight - managing/aligning projects to S&T Portfolios, tracking progress, and ensuring compliance with funding policies; mitigating risks to successful project completion, supporting project execution
Stakeholder Coordination – engaging with government agencies, military personnel, and research institutions as needed, maintaining coordination with S&T Portfolios
Budget and Contract Management – assisting with financial reporting and contract administration
Data Analysis and Reporting – collecting, analyzing, and presenting research metrics
Regulatory Compliance – ensuring adherence to federal regulations and funding guidelines
Administrative Support – handling documentation, reporting, and budget tracking for funded research projects
Prepare reports and analyses in response to taskings
Communicate with intramural and extramural principal investigators on programmatic and execution matters.
Required Qualifications:
Minimum of 4 years of experience in providing scientific leadership and project management oversight for a multidisciplinary portfolio of DoD biomedical research programs
Minimum of 4 years of experience working in a DoD organization performing execution management/oversight of scientific research projects, offering subject management expertise to steer research activities, address technical and financial issues, and guide funding decisions
Minimum of 4 years of experience supporting the Congressionally Directed Medical Research Programs (CDMRP) as a science officer or program manager
Demonstrated experience building robust relationships with internal and external DoD stakeholders, fostering high-level collaborations, and frequently engaging senior leadership through strategic briefings
Excellent oral and written communication skills and ability to depict complex systems and processes in logical, comprehensive, concise reports, presentations, or graphics
High degree of professionalism, ensuring that products and communications are technically accurate and of professional quality
Demonstrates leadership in activities, as appropriate
Highly flexible and adaptable in a changing work environment, embracing changes as opportunities to improve processes and outcomes
Proficiency using Microsoft Office (e.g., Teams, Outlook, PowerPoint, Excel, Sharepoint)
Must work effectively and collaboratively in a team environment
Doctorate in Neuroscience, Immunology, Radiobiology, or other science that is related to DoD biomedical research programs.
