Under the supervision of the Program Supervisor the Program Specialist will be responsible for program reporting, tracking, monitoring, inventory, reception tasks, and quality assurance for the Drug-Medi-Cal (DMC) Program. The incumbent will need to have strong Word, Excel, web navigation, writing skills, and be detail oriented. The Program Specialist will also be a backup as needed to provide Substance Use Counseling Services and any other programmatic tasks as needed.
Essential Functions
Conduct Medi-Cal enrollments applications or provide verification before intakeenrollments for Outpatient services
Conduct DMC and RBH enrollments as needed
Tracking of DMC Outpatient /Recovery Bridge Housing (RBH) upcoming or pending discharges
Enrollment coordination for incoming referral
Daily operations of the SASH line
Verify Medi-Cal status on active clients on a bi-weekly basis
Create charts for the DMC programs
Quality assurance of intake packets
Labeling of intake files
Tracking of the DMC and RBH authorizations and reauthorizations
Keep up to date with all the forms (revision) and add charts as necessary
Prepares, approves, reviews and process DMC SUD documentation
Prepares and updates intake packets for DMC SUD Treatment Providers
Review and process all corrections needed in Data Based System and charts
Responsible for cross-checking all new charts and client signature sheets (individual and group services) for accuracy
Assist with evaluating programs and services for compliance with state, county, accreditation and/or certification standards
Assist in the completion of the quality assurance reports
Manage DMC & RBH appointment calendars
Assist with data entry and data integrity efforts for all DMC SUD Programs, including RBH
Assist in the presentation of BHS meeting to provide program specific updates
Complete brief screening with clients who are referred to the CENS by participating agencies, who may need substance abuse treatment and/or mental health services
Will provide clients with information and referrals for treatment services and other ancillary services
Coordinate with project approved treatment providers
Provide the Program Supervisor with all required client information and intake outcomes
Communicate with providers and community partners
Responsible for preparing SUD project reports in accordance with funding requirements
Conduct follow-up with clients screened and enrolled to DMC as needed
Administer the ASAM Brief Screening as needed
Perform duties based on professional practice with State/ Federal Government contracts and grants
Maintain appropriate boundaries; and adhere to SSG’s Code of Ethics and HOPICS’ Core Values
Represent the Agency in a professional manner at meetings and community events
Regular attendance required
Other job duties as needed by HOPICS funders and client needs
Attend all meetings associated with the SUD and other projects as assigned by Program Supervisor or Senior Manager, SUD Services
Maintain files/records on client services in compliance with HIPAA, 42 CFR Part 2 and other funding requirements for auditing purposes
Perform other duties as assigned by the Program Manager or Division Director
Minimum Qualifications - Knowledge, Skills And Abilities Required
Certified or registered Alcohol and Drug Abuse Counselor. Registered employees must complete the certification process within five (5) years of their initial registration date
Verification of Employment Eligibility and Background Check
Ability to work with clients from diverse cultural, ethnic, and socio-economic backgrounds
Ability to communicate effectively, both written and orally
Knowledge of core competencies of Substance Abuse Counseling
Working knowledge of Microsoft Word, Excel, and other database programs
Knowledge of various community-based treatment providers
Experience working with criminal justice population
Access to reliable transportation is required. A valid driver’s license may be required depending on assignment
TB Clearance upon hire and thereafter annually
CPR and First Aid upon hire and thereafter
Supervisory Responsibilities:
This position does not have any supervisory responsibilities
Environmental Conditions (Working Conditions)
Exposed to aggressive clients: must communicate with many sources including courts, LA County Probation, State Parole and Mental Health Departments and other community agencies. S/he will be co-located at the County jail. Some evenings and weekends may be required. Sometimes noisy, loud and disruptive clients
Physical Requirements
While performing this job, the incumbent typically spends time sitting, standing, walking, speaking, driving, and listening. I must sit at the computer for data entry and reports: sometimes spend time driving and walking and carrying equipment/files/charts. Speak to staff and outside agencies in public meetings and multi-disciplinary team meetings. Represent the Agency in a professional and positive manner. Ability to lift a minimum of 25 pounds

The incumbent in this position must be able to accommodate any/all of the following: uncontrollable changes in priorities/be able to process information, think, and conceptualize and transfer knowledge on best practices for Substance Abuse Assessments and treatment. Ability to maintain a non- personal/romantic relationship with clients (See Conflict of Interest Policy)
