The Alcohol and Gaming Commission of Ontario (AGCO) is a regulatory agency that reports to the Ministry of the Attorney General. The AGCO is responsible for regulating the alcohol, gaming (casino, internet gaming, and charitable gaming), horse racing, and cannabis sectors in Ontario, in accordance with the principles of honesty and integrity, and in the public interest.

Position Summary

The AGCO is seeking a Director, Procurement and Administration (Director) to oversee the AGCO’s Procurement and Administration function by applying sound business principles and driving strategies to the development of programs, policies, and systems in accordance with statutory requirements, government directives, and the AGCO’s strategic objectives.

Reporting to the Chief Financial Officer (CFO), the Director will lead the procurement and facility management functions, promote AGCO’s vision, mission, and values by providing strategic leadership to diverse and highly skilled Procurement and Administration teams. This role will provide strategic direction and oversight to teams responsible for sourcing, vendor management, contract administration, and the effective operation and maintenance of AGCO facilities. In addition, the successful candidate will collaborate closely with the senior leaders, including the members of the Board of Directors, to develop and implement strategies that align with the AGCO’s strategic goals, support operational excellence, and mitigate organizational risk.

As a change leader with a mindset for continuous improvement, the Director will be responsible for modernizing procurement and administrative services by adopting digital tools, automating processes, and utilizing data-informed decision-making to enhance service delivery and operational efficiency.

The Director will manage a team that includes the Senior Manager, Procurement, and the Manager, Facilities, ensuring operational excellence, compliance with corporate policies and provincial directives, and a commitment to continuous improvement.

Based out of the AGCO Head Office, this fast-paced leadership position will also involve extensive engagement and collaboration with external partners (e.g., Infrastructure Ontario and other government stakeholders) as well as the development and maintenance of relationships with regulatory agencies across Canada related to procurement and facility administration.

The Qualified Candidate Will, But Not Limited To

  • Provide strategic leadership and oversight of AGCO’s Procurement, Facilities Management, and Mailroom Services.
  • Design, lead, and execute procurement strategies to enhance cost efficiency, supplier diversity, risk mitigation, and alignment with business objectives and government directives.
  • Manage the procurement operations for all goods and services, including consulting activities. Ensure effective use of government standing agreements (e.g., Vendor of Record) to optimize procurement processes and control costs.
  • Develop and implement strategies for facilities management to support operational activities and ensure efficient resource utilization, in addition to overseeing all aspects related to facilities management.
  • Lead AGCO’s facilities management activities, including office leasing, renovations, space planning, health and safety compliance, and emergency preparedness.
  • Oversee vendor management strategies and contract administration, including negotiation, compliance monitoring, and performance evaluation.
  • Support business continuity planning and ensure efficient delivery of centralized services such as mailroom and fleet management.
  • Analyze and interpret information effectively to facilitate thoughtful and timely decision-making on complex issues and matters.
  • Build and nurture high-performing, diverse, and skilled teams within a regulatory environment by promoting and fostering a learning culture.
  • Guide teams through business transformations and operational changes to modernize facilities, administration, and procurement functions, ultimately improving performance.
  • Establish governance structures, performance metrics, and compliance monitoring systems to align operations with AGCO’s strategic objectives.

Your Professional Qualifications Will Include

  • Bachelor’s degree in finance, business administration, accounting, or economics preferred; college diploma in a related field may be considered with equivalent experience. Designation in Procurement preferred.
  • 6-8 years of relevant experience leading diverse functional teams and implementing talent-management and coaching practices to build a positive work environment, preferably within the broader public sector or a similarly complex environment.
  • Demonstrated expertise in public sector procurement, contract negotiations, and supplier performance management.
  • Proven experience in developing and implementing policies, procedures, process improvement, and strategic initiatives.
  • Solid understanding of facilities operations, office services, and occupational health and safety requirements.
  • Knowledge of:
  • administrative and financial management in a government setting
  • procurement and contract management best practices
  • government information systems and financial technology
  • Demonstrated project management experience in corporate planning and leading complex multi-partner projects/initiatives.
  • Significant change leadership experience aligning people, structure, and systems in support of functional and organizational goals.
  • Superior interpersonal and communication skills, with the ability to build trust and influence stakeholders at all levels.
  • The successful candidate must be eligible to work in Canada and will be subject to a criminal background check.
