Reporting to the Chief People Officer, the Director of Workforce Deployment is responsible for the strategic oversight, planning, and execution of labor deployment with an emphasis on managing and optimizing a flexible, mobile full-time and per diem workforce. This role ensures adequate staffing levels by Vinfen employees, robust communication, continuous measurement, compliance, and cost efficiency while supporting operational needs across multiple departments or locations.
- Partners with Vinfen leaders at all levels to understand, develop, and execute planning to ensure workforce coverage across sites by a nimble, mobile employee base.
- Continually assesses engagement levels of mobile workforce to enact increased communication, information sharing and work contexts to maximize satisfaction of employees.
- Develops and maintains scalable labor deployment strategies utilizing per diem staff to meet fluctuating operational demands.
- Forecasts precise staffing needs based on historical data, business trends, growth, and special projects or events on local and divisional levels.
- Collaborates with department heads to identify and prioritize staffing gaps, both current and those that may be presented with future needs, such as turnover or new programs.
- Partners with recruitment to ensure steady onboarding and integration of per diem and mobile staff to continue a steady pipeline of workforce.
- Oversees scheduling, communication, assignment allocation, and time tracking of workforce in close collaboration with programs and divisions. Build and manage a central labor pool for rapid deployment.
- Ensures equitable shift distribution, staff satisfaction, and adherence to company policies.
- Establishes and monitors KPIs related to fill rates, time-to-fill, shift cancellations, and labor costs.
- Develops contingency plans for critical staffing shortages.
- Ensure labor deployment practices are in compliance with labor laws and organizational policies.
- Closely guides the per diem pool coordinators to ensure both consistency in workforce utilization, best practice delivery, resource tools and aids, and shift coverage.
- Utilizes workforce management software and staffing platforms to optimize scheduling and communication.
- Identifies consistent gaps in staffing levels at particular programs to expand internal mobile workforce, especially in areas of dependency on external agency staff.
- Evaluates and implements tools to improve deployment efficiency and reporting.
- Serves as a liaison between Operations, HR, and leaders of all levels to ensure alignment of staffing strategies.
- Leads regular labor planning meetings and present workforce updates to senior leadership.
- Monitors agency workforce and liaise with leaders to report utilization with a continuous strategy to decrease dependency on agency staff.
