The primary function of this position is the strategic leadership, management, and operational oversight of all Residential Services. This position has strategic and operational ownership of programs, assets, services, vendors, and personnel. As well as regulatory, licensure, and other stakeholder relationships. The Director of Residential Services leads and manages a team of Designated Managers, Designated Coordinators, Scheduling Coordinators, and Behavior Technicians in creating and delivering quality services and programming for service recipients. The Director of Residential services develops and manages dashboards and metrics that drive performance for all managers and staff, fostering a culture of accountability and continuous improvement in person-centered service delivery. This position will ensure quality service delivery, financial viability, compliance with state regulations, and oversee training and program team development.

Qualifications: Bachelor’s degree in Human Services, Management or other relevant area and 5 years of leadership experience with demonstrated advancement in a related health services field, or an equivalent combination of education and relatable experience is preferred. 5+ years successful program management experience in Residential programs serving vulnerable adults. Possession of current knowledge of Minnesota DHS and MN Department of Health licensing and regulatory requirements as well as HCBS setting rules.
Must meet the Designated Manager qualifications in accordance with 245D requirements, minimum of three years of supervisory level experience in a program providing direct support services to persons with disabilities or persons age 65 and older; and must minimally have:
(1) a baccalaureate degree in a field related to human services, and one year of full-time work experience providing direct care services to persons with disabilities or persons age 65 and older;
(2) an associate degree in a field related to human services, and two years of full-time work experience providing direct care services to persons with disabilities or persons age 65 and older;
(3) a diploma in a field related to human services from an accredited postsecondary institution and three years of full-time work experience providing direct care services to persons with disabilities or persons age 65 and older; or
(4) a minimum of 50 hours of education and training related to human services and disabilities; and
(5) four years of full-time work experience providing direct care services to persons with disabilities or persons age 65 and older under the supervision of a staff person who meets the qualifications identified in clauses (1) to (3)
Responsibilities:
New Service Evaluation, Development and Oversight
- Develop and maintain short, mid, and long-range service line growth plans along the Residential services spectrum.
- Develop and manage integration plans within current service line offering and resources.
- Ensure new Residential developments are in line with BrightPath strategic goals and mission.
- Engage with DHS and Executive Director to ensure proper licensure for new settings.
- Assess existing or prospective clients needs and programming necessary to meet those needs.
- Execute financial evaluation of the new service line growth plan including revenue, expenses, and investments.
- Support Traction model development, implementation, and execution within BrightPath.
- Quality Assurance and Compliance: Ensure compliance with applicable laws, regulations and quality standards issued by OSHA, EPA, and other federal, state, and local regulatory agencies.
Coordinate program development including but not limited to:
- Responsible for ensuring programs are run according to the organization’s mission and promoting a positive work environment.
- Create quality contracts, proposals, reports, presentations as needed.
- Develop and maintain programs, policies and procedures keeping up-to-date with state rules and legislative changes for all types of services.
- Develop and maintain strong community relationships through working with counties and regions to identify key need areas for new program development in response to community needs.
- Conduct program evaluations and quality assurance reviews.
- Implement Program Design and continuous quality improvement.
- Ensure compliance with applicable laws, regulations and quality standards issued by OSHA, EPA, and other federal, state, and local regulatory agencies.
Financial Performance and Viability of New Service Lines
- P&L management and variance follow up.
- Budget planning and support in preparing and executing budgets.
- Rate management oversight and submission.
- Create rate exceptions
- Execute financial metrics for each Residential Service revenue and expense.
- Drive ongoing fiscal integrity of new service lines through management of proposed annual budget and monthly financial statement reporting.
Asset Management
- Vendor and maintenance contract management
- Physical plant management and long term maintenance planning
- Vehicle management and purchase
- Manage organization of technology, software and equipment.

- Assures the implementation of appropriate policies, processes, incident reporting and corrective actions. Manages licensure reviews, attestations, revalidations and other compliance activities. Monitors and provides reports to the Executive Director.
- Oversee all areas of assigned operations including developing and reviewing operating policies and procedures, directing their implementation and ensuring their effectiveness.
- Serves as the organization’s go-to expert on Minnesota DHS and MN Department of Health licensing and regulatory requirements, as well as HCBS setting rules.
- Responsible for Company Quality Assurance initiatives
- Promotes efficient day-to-day operation of all sites seeking to increase standardization and process improvement. Oversees organizational program planning, assessment, and evaluation. Conducting needs assessments and ongoing improvement planning.
- Ensures continuous improvement initiatives are implemented across Internal Operations. Establishes metrics, rankings, and productivity measures.
- Promotes effective coordination between all departments and across the organization.
- Trains, supervises and evaluates the performance of all managers and ensures all operations staff receive effective onboarding, training, development, and support.
- Promote a learning environment that encourages individual professional growth and continuous improvement.
- Reviews and distributes grievances and addresses escalated customer issues as needed.

- Demonstrated skill and experience supporting individuals with extraordinary needs and crisis management.
- Project management experience. PMP, CAPM, or CPPM certification is a plus.
- Excellent judgment and creative problem-solving skills including negotiation and conflict resolution.
Working Conditions:
- Frequent use of standard office equipment (such as telephone, computer, printer and copy machine).
- Sitting for long periods of time and/or working on feet for long periods of time.
- Occasional lifting up to 50 pounds.
- Standing, sitting, walking, bending, stooping and twisting. Frequent full range of motion, manual dexterity and eye-hand coordination.
- Driving between residences throughout the Twin-Cities area.
- Must be able to work after-hours when required to oversee response to emergencies.
- Participate in residential on-call rotation
