The Director of Policy Governance and Public Records is pivotal in shaping and guiding district-wide policy governance practices. This opportunity leads the development, implementation, and maintenance of organizational policies and Administrative Regulations, ensuring alignment with legal and regulatory standards. Additionally, the director oversees the public records program, managing requests accurately and efficiently while upholding compliance with public records laws and retention schedules.

The Director of Policy Governance and Public Records will work closely with internal stakeholders, offering expert guidance on policy and records-related matters, and will champion initiatives that strengthen organizational governance and public trust.
This position is at the Maricopa County Community College District Office in Tempe, AZ, and offers a hybrid work schedule that includes in-person and remote work.
Essential Functions
50% - Provides district-wide leadership and guidance related to policy governance, administrative regulations, and procedures:
* Leads the development, implementation, and maintenance of a robust policy and administrative regulation framework to meet district-wide operational needs in compliance with applicable laws and regulations
* Collaborates with stakeholders across the District to ensure the holistic consideration of constituency interests, including leading committees and project teams, as needed, to evaluate and accomplish policy-development goals
* Contributes to the establishment and maintenance of the District's compliance framework to ensure alignment between an effective infrastructure for policy and administrative regulation development and operationalized compliance systems
* Develops, establishes, and implements review schedules for regular updates to District policy and administrative regulations
* Ensures that policies and administrative regulations are appropriately owned and managed within the correct applicable operational area
* Assures executive stakeholders and the Governing Board that policies and administrative regulations are appropriately maintained and reviewed, and that interests from stakeholders across the District are considered and represented
20% - Provides leadership and oversight related to public records, including ensuring compliance with legal requirements related to public records, and serves as custodian of public records for the District:
* Promotes transparency and supports MCCCD's mission by ensuring the timely and thorough gathering and review of accessible records
* Provides project analysis and uses sound judgment to guide fulfillment of public records requests using appropriate methodologies with reliable and pertinent communication to internal and external stakeholders
* Develops, establishes, and implements record retention schedules and ensures the timely and appropriate destruction of records in compliance with applicable laws and regulations
20% - Manages projects related to the area of assignment, creates project plans and timelines, provides updates to key stakeholders, develops workflow processes, defines implementation roles and responsibilities, and quantifies work volumes associated with project work, develops and monitors attainment of strategies, goals, and objectives:
* Serves as a knowledge expert in the area of assignment, overseeing, reviewing, and providing analyses and recommendations regarding function-specific issues, and provides training and guidance associated with policy governance and public records
* Exercises accountability for functional activity and related decisions
* Represents the assigned department or District function to the public, other agencies, and partners; responds to/resolves difficult or complex inquiries and complaints
* Provides supervision to direct reports, if applicable
