Main Purpose of Job
The Director of Performance serves as a strategic partner within the Department of General Services’ Office of State Procurement, responsible for driving operational excellence and fostering a culture of continuous improvement and accountability. This role enhances team and individual effectiveness through performance coaching, data-driven insights, and process optimization. Acting as a senior advisor, the Director aligns performance strategies with organizational goals, facilitates skill development, and strengthens execution across procurement teams. By monitoring key metrics, reducing operational friction, and promoting agile, high-performing work environments, the Director plays a central role in advancing mission-critical procurement outcomes and organizational resilience.
POSITION DUTIES
Duties for this position include but are not limited to:
- Provides tailored coaching and strategic support to procurement professionals and staff, focusing on enhancing individual effectiveness and aligning performance with organizational priorities, including identifying performance gaps, addressing execution challenges, and developing strategies to elevate individual contributions and future leadership readiness.
- Developing, tracking, and reporting metrics and performance benchmarks. regularly evaluating team and individual performance, identifying areas for improvement, and presenting actionable insights and recommendations to senior leadership to drive continuous growth and strategic alignment.
- Analyze procurement workflows, team dynamics, and structural processes to identify opportunities for greater efficiency and effectiveness, including providing strategic oversight on procurement milestones and timelines, ensuring that project execution aligns with cost, compliance, and organizational goals.
- Fostering a collaborative, high-performing team environment by promoting trust, shared accountability, and resilience; providing confidential, performance-focused guidance to help staff navigate challenges, resolve friction, and pursue development opportunities – strengthening team cohesion and aligning individual growth with organizational goals.

Minimum Qualifications
Education: Bachelor’s degree from an accredited college or university in public administration, business management, organizational development, human resources, or a related field.
Experience: Seven years of managerial or leadership experience in performance management, organizational development, operations, or a related field. At least three of those years must include experience working across silos and collaborate with executive leadership to align performance strategies with broader organizational goals; as well as experience within a complex or public sector organization.

- Demonstrated experience and ability in designing and implementing performance improvement strategies, including benchmarks to monitor outcomes and collaboration with leadership to identify opportunities for process optimization and strategic alignment.
- Experience providing strategic coaching and performance support to staff, focusing on improving individual effectiveness, addressing execution challenges, and preparing future leaders.
- Experience with organizational dynamics and change management, including analyzing workflows and processes to enhance efficiency, track performance metrics, and deliver actionable insights to leadership.
- Proven ability to analyze performance data, develop actionable insights, and report on organizational outcomes.
- Exceptional written and verbal communication skills with the ability to promote a collaborative, high-performing team culture by fostering trust, accountability, and development aligned with organizational priorities.
