Full Pay Range: $124,394 - $1186,591 Benefits at the City of Rowlett Include: * 4-day work week * Medical, dental and vision insurance * Life insurance (2x salary up to $150,000) * Long-term and short-term disability * Flexible spending account * 20-year retirement plan with the Texas Municipal Retirement System * 5-year vesting and a 2:1 City match * 4-day work week * Vacation - 2 weeks during the first year, 3 weeks after the first year * Sick leave - 2 weeks per year * Employee Assistance Program * Longevity pay Under administrative direction, the Director of Parks and Community Engagement is responsible for leading parks and recreation operations, including the development of recreation programs, while also fostering meaningful community engagement and partnerships. This position plays a vital role in promoting city services and enhancing community quality of life programs. This position involves planning and executing special events and volunteer programs, managing budgets, and fostering partnerships with local businesses. This role integrates traditional parks management with innovative outreach initiatives to build relationships with community members, boards, organizations, and other stakeholders. * Plan, direct, and administer the daily operations of the Parks and Recreation divisions, including oversight of parks, trails, recreation facilities, and public spaces. * Lead the City's community engagement efforts by developing and executing outreach strategies to increase public involvement and build strong community relationships. * Serve as liaison between the department and various boards or commissions, community groups, and City Council, promoting transparency and collaboration. * Oversee recreational programming for youth, adults, and seniors, including activities offered at the recreation center, water park, and other facilities. * Manage the development and implementation of departmental policies and procedures with an emphasis on service quality, operational efficiency, and community responsiveness. * Lead long-term planning for parks system enhancements and community initiatives based on public feedback and future growth needs. * Oversee departmental budgets by preparing and recommending items, monitoring expenditures, and ensuring fiscal responsibility. * Respond to community concerns, investigate complaints, and ensure compliance with all federal, state, and local regulations and safety standards. * Develop and maintain strategic partnerships with public, private, and non-profit organizations to support recreation and engagement initiatives. * Coordinate and monitor contracts including those for golf course management and professional service providers. * Performs other duties as assigned. Regular, reliable, and non-disruptive attendance is an essential function of this position, as is the ability to create and maintain professional, harmonious working relationships with others Bachelor's degree from an accredited college or university in Public Administration, Business Administration, Recreation Management, or related field. Master's degree preferred. Seven years of progressively responsible work experience in public administration, parks and recreation, or community engagement, including five years in a supervisory role. A diverse background in both parks operations and outreach programming is preferred. * Valid driver's license (Class "C"); must maintain a good driving record per City of Rowlett policy. * Must report all traffic citations to the department within two working days. * Domestic travel may account for up to 10% of the time. Mobility within an office and field environment. Significant off-site working meetings as necessary. * Regular, reliable attendance and ability to work occasional nights or weekends for meetings and events.
