provide services to more than 10,000 patients from 6 counties across central and northern Illinois.

The Director of Operations is a senior leadership role that reports directly to the Chief Executive Officer (CEO)

and is instrumental in shaping and driving the organization’s success in strategic planning,

operational efficiency, daily administrative operations, and team management. This Director oversees

the optimization of FQHC operational processes, implements best practices to improve efficiency and

productivity, and enhances patient engagement and services. They lead and manage a team of operational

managers staff, ensuring that the organization meets its goals, including increasing the number of patient

encounters across all centers.

Key responsibilities include developing and executing strategies that drive operational excellence,

monitoring performance indicators, and addressing bottlenecks to improve workflows. The Director of operations

also plays a critical role in fostering a collaborative and high-performance work environment, focusing

on talent recruitment, retention, and performance management processes. This position requires

innovative thinking, effective communication, and the ability to oversee project management,

policy development and implementation, and compliance to achieve organizational objectives and growth.

Primary Responsibilities

  • Lead and manage strategic planning and implementation.
  • Oversee operational processes, ensuring efficiency, productivity, and patient service delivery

within the organization.

  • Improve patient engagement, leads development and implementation of new strategies to

increase patient encounters and center profitability.

  • Develop and monitor performance indicators, identifying areas for improvement.
  • Guides and participates in policy development/implementation and ensures regulatory

compliance with HRSA FQHC OSV, PCMH certification, UDS Reporting, FTCA Submission,

Joint Commission, Annual patient surveys and other oversight entities.

  • Update HRSA forms, Needs Assessment and zip code analysis
  • Supervise Data Integrity Specialist, Development activities and all Operations Managers
  • Foster a collaborative, high-performance team environment.
  • Reviews performance against Center's goals and objectives (business plan).
  • Provides reports to subordinates on interpretation of results and approves changes in direction

of plans.

  • Presents monthly reports on performance as requested by the President & Chief Executive Officer.
  • Develops and recommends corporate operations policy within the Operations Department.
  • Defines and recommends objectives of the Operations Department.
  • Develops specific short-term and long-term plans and programs, together with supporting

budget requests and financial estimates.

  • Coordinates and collaborates with other departments of the Center in establishing and carrying

out responsibilities.

  • Reviews and approves Operations major projects involving major functional changes within

the department's functional areas.

  • Works with Medical and Dental Directors to coordinate and implement Performance

Improvement and OSHA. Monitor their implementation in the centers Establish objectives and

procedures governing the performance and assigned activities.

  • Issues specific annual objectives to immediate subordinates and reviews objectives of operation

management.

  • Selects and maintains qualified personnel on all positions reporting directly and recommends

compensation for them.

  • Directs, monitors and appraises the performance of departments immediately reporting and

provides the necessary coordination between activities of departments.

  • Identifies training needs; initiates development of subordinates; recommends effective personnel

actions.

  • Maintains appropriate communications within areas of responsibility.
  • Keeps employees informed as to Center/Department plans and progress.
  • Coordinates activities of assigned department duties at all sites with those of other Center

departments.

Seeks mutual agreements on problems involving coordination.

  • Consults with all segments of management responsible for policy or action.

Ensures compliance with areas of responsibility.

Makes recommendations for improving effectiveness of policies and procedures.

  • Provides orientation and on-the-job training for subordinates and ensures that the authority and

responsibility for each position are defined and understood.

  • Ensures that duties, responsibilities, authority and accountability of all direct subordinates are

defined and understood.

  • Assumes other activities and responsibilities from time to time as directed.
  • Support recruiting, talent retention, and performance management processes.
  • Participate in development of incentive plans for all employees
  • Assists in writing and development of grants, contracts and other funding initiatives

Master's degree in Health Administration, Hospital Administration, Public Health, or Public Administration

or other related fields and three (3) or more years' experience; or a bachelor's degree and five (5) or more

years work experience. Strong managerial, administrative and supervisory skills. Participative management

type-advocates team concept. Well-developed interpersonal skills. Ability to get along with diverse

personalities. Tactful, mature. Satisfactory communication skills, written and verbal. Results-oriented

with the ability to balance other business considerations.
