GENERAL STATEMENT OF JOB DUTIES
The Director of Finance Operations at GoTriangle oversees finance strategy across functions and sites and provides financial consultation for department leaders across the organization. The Director is responsible for overseeing key financial operations including accounting and payroll. The Director ensures the accuracy and timeliness of payroll functions, and supervises the operations of the accounting function. The role works closely with the CFO to maintain the organization's financial wellbeing.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Participates as a business partner with CFO and Tax District Administrator in financial operations by providing key recommendations and information and collaborating on management decisions.
- Oversees staff team responsible for accounting and payroll functions.
- Provides strategic leadership and guidance to senior leadership related to accounting, payroll, performance management, and compliance matters.
- Interviews, hires and develops subordinate personnel; evaluates performance of employees; provides feedback, coaches, disciplines and discharges employees, as appropriate.
- Acts as the finance command center to oversee ledger close, general accounting, issue and risk management, operational control, and external regulatory reporting.
- Implements processes, procedures, systems and financial controls within the organization that maintain the integrity and accuracy of the organization's financial data and ensures compliance with all Federal and State guidelines.
- Manages the annual external audit process to ensure that accounting activities comply with established legal, regulatory, and GoTriangle procedures, serving as the primary liaison with external auditors and ensuring the resolution of audit findings.
- Oversees the preparation and approval of all financial reporting materials related to accounting and payroll.
- Monitors ongoing financial performance and oversees financial reports for areas of responsibility and shares information and insights with stakeholders including but not limited to GoTriangle departments, Tax District Administration, Audit and Finance Committee, the Board of Trustees, and external partners.
- Furthers the use of financial analytical tools, where the analyses and metrics are essential to assessing overall organizational performance and variances from the budget.
- Provides and reviews financial reports regularly including monthly profit/loss, balance sheet and cash flow statements; interprets and presents financial results monthly and notifies the CFO of any financial concerns in order to minimize financial risk.
- Stay current with changes in accounting standards (particularly GASB), regulations, and best practices, providing guidance and training to staff as needed.
- Collaborate in the preparation, implementation, and management of the agency's annual operating and capital budgets and provide leadership for the agency's consideration and potential transition to a multi-year budgeting process.
- Participates in the development and maintenance of multi-year financial forecasts to support long-term strategic planning.
- Other duties as assigned.
MINIMUM QUALIFICATIONS AND REQUIREMENTS
- Bachelor's degree in public administration, business administration, finance or related field from an accredited college or university. Master's Degree preferred.
- Ten years of progressively responsible experience in the areas of accounting, finance, business, or a related field, with a minimum of three years in a leadership or managerial role. Experience in a public agency or government consulting environment is preferred.
- CPA license preferred.
- North Carolina Certified Local Government Finance Officer required within three years of employment.
- Deep understanding of the business environment supported, including business strategy, functional knowledge.
- Business partnership and financial fluency.
- Strong analytical, problem-solving, and decision-making abilities.
- Strong collaboration, communication and relationship management skills.
- Experience in coordinating all audit activities.
- Demonstrated ability to analyze complex financial data and present actionable recommendations.
- Demonstrated experience in team leadership and/or supervisory roles including responsibilities for hiring, managing, evaluating and coaching personnel.
- Strong level of interpersonal skills required.
- Strong leadership skills and the demonstrated capacity to lead, mentor, coach and direct teams in the delivery of complex projects in a collaborative work environment.
- Capacity to enforce accountability and a strong commitment to follow-through.
- Ability to develop program objectives and work independently on several objectives simultaneously.
- Self-motivated, self-directed, good multi-tasking skills, quality oriented, flexible, and committed to successful on-time completion of tasks.
- Knowledge of state, local, and organizational policy, best practices, and compliance.
- Expert-level proficiency in Microsoft Excel is required.
- Experience with Microsoft Dynamics 365 ERP system and Microsoft Power BI preferred.
Working Conditions:
Works in an office environment where there is minimum exposure to dust, noise, or extreme temperatures. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting operating facilities, during which the incumbent should observe all policies and procedures, safety precautions and regulations, and use all protective clothing and devices provided.
Physical Requirements:
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.
