Summary

Position Summary

Reporting to the Assistant Superintendent of Business Services, the Director of Maintenance, Operations, and Transportation (MOT) provides strategic leadership and operational oversight of the District’s facilities maintenance, custodial services, groundskeeping, transportation, warehouse, and shipping/receiving functions. This position ensures that all district facilities and operational systems are safe, clean, efficient, and sustainable. The Director oversees the deferred maintenance program along with safety and sustainability initiatives to ensure students have access to safe learning environments that are conducive to optimal learning.

Primary Duties And Responsibilities

Maintenance & Operations

  • Oversee District and site-based maintenance, custodial, and groundskeeping operations.
  • Develop and manage a comprehensive deferred maintenance program aligned with capital project planning and facilities assessments.
  • Implement and monitor preventative maintenance schedules for all facility systems and infrastructure.
  • Ensure compliance with all applicable building, fire, health, safety, environmental, and accessibility codes (including Title 24, Cal/OSHA, ADA).
  • Coordinate small construction and renovation projects, including scheduling and contractor oversight.
  • Lead district-wide implementation of safety protocols and facility security measures in coordination with risk management and site leadership.
  • Advance sustainability initiatives, including energy efficiency, water conservation, waste reduction, and green purchasing practices.
  • Develop and implement department's strategic action plan to accomplish the goals within the CUHSD Strategic Plan.

Transportation

  • Provide operational oversight for student transportation and compliance with California Department of Education transportation regulations.
  • Ensure safe and efficient transportation services for general education and special education students.
  • Oversee vehicle maintenance schedules and fleet replacement planning.
  • Manage contracts with third-party transportation providers, if applicable.

Warehouse, Shipping, and Receiving

  • Supervise all district warehouse operations, including inventory management, asset tracking, and internal deliveries.
  • Oversee shipping and receiving functions, ensuring timely and accurate distribution of supplies, materials, and equipment.
  • Implement internal controls for materials handling and inventory accuracy.

Administrative Leadership

  • Recruit, train, supervise, and evaluate MOT department personnel in accordance with district policies and collective bargaining agreements.
  • Develop and monitor department budgets, analyze expenditures, and identify cost-saving opportunities.
  • Maintain accurate records, reports, and logs related to facilities, transportation, warehouse, and safety compliance.
  • Collaborate with site administrators, district departments, and external agencies to align operations with district priorities.
  • Prepare and deliver presentations to the Board of Trustees, advisory committees, and community stakeholders as needed.

Qualifications

Education and Experience

  • Bachelor’s degree in Facilities Management, Public Administration, Engineering, Business, or a related field (Master’s degree preferred).
  • Minimum five (5) years of increasingly responsible experience in school or public agency operations, including at least three (3) years in a leadership role.
  • Experience managing maintenance, transportation, or facilities operations in a public school district is highly desirable.

Knowledge of

  • California Education Code, Title 5 and Title 24 regulations, Cal/OSHA requirements, and ADA compliance standards.
  • Deferred maintenance strategies, energy and sustainability practices, facility systems (HVAC, electrical, plumbing), and custodial standards.
  • Transportation routing, student safety procedures, and CDE transportation guidelines.
  • Warehouse management systems, inventory practices, and procurement logistics.

Skills And Abilities

  • Plan, organize, and direct complex operations and supervise technical teams.
  • Analyze problems, develop solutions, and implement efficient operational practices.
  • Communicate clearly in written and verbal formats, including public presentations.
  • Build strong working relationships with staff, vendors, contractors, and regulatory agencies.
  • Effectively manage multiple priorities and respond to urgent facility and transportation issues.

Licenses and Certifications

  • Valid California Driver’s License
  • Certification in facilities management or sustainability (e.g., CFM, CEFP, LEED) is desirable but not required.
