Summary

Job Title: Digital Transformation Consultant – IT & Financial Operations (Public Sector)

(Hybrid – 3 Days Onsite)

Location: 9th Floor – Commerce Place (BEDCOM5348), 107 St NW, Edmonton, Alberta

Client: Government of Alberta

Type: Contract (initial 6 months, with possible extension)

Work Arrangement: Hybrid (3 days onsite per week)


Job Overview:

The Service Transformation Consultant will support strategic IT and financial initiatives within the Government of Alberta, optimizing enterprise operations, procurement strategies, and service delivery. This role combines technical expertise, financial insight, and digital transformation strategy to drive value and efficiency across departments.


Key Responsibilities:

  • Research, evaluate, and recommend technology solutions to optimize IT hardware/software/application value.
  • Conduct service evaluations, recommend improvements, and support remediation plans.
  • Analyze and advise on current business technology usage and cost-saving opportunities.
  • Perform contract analysis, budget justifications, and prepare optimized spend plans.
  • Maintain zero-based budgeting reports and contribute to budgeting/forecasting workflows.
  • Provide clear technical documentation and guidance to stakeholders and project teams.
  • Support grant data collection and conduct outcomes analysis as needed.
  • Contribute to project planning, timelines, risk identification, and issue resolution.
  • Communicate operational policies and assist departments with digital adoption and compliance.


Core Requirements:

  • Education: Bachelor’s or Master’s in Computer Science, Information Systems, IT, or related field.


Experience:

  • 5+ years in IT roles with experience in enterprise-level budgeting, finance, or contract management.
  • 3+ years in a senior technical or lead role.
  • Strong history in digital transformation within finance or procurement settings.


Certifications: Azure, AWS, GCP, PMP, ITIL (Highly desirable)


Technical Expertise:

  • Data visualization & BI tools (Power BI, Tableau)
  • Data modeling, warehousing, ETL & scripting (Python, PowerShell)
  • Cloud platforms (Azure, AWS, GCP)
  • Integration standards (JSON, XML, REST/SOAP)
  • SaaS & financial system integrations
  • Digital workflows, process automation
  • Zero-Based Budgeting system optimization


Other:

  • Experience mentoring technical/business teams
  • Ability to manage change, test systems, and support UAT
  • Solid background in grants analysis and reporting


Business & Collaboration Skills:

  • Deep understanding of government or enterprise-level finance/procurement operations
  • Proven ability to align IT solutions to measurable business outcomes
  • Experience developing or contributing to IT roadmaps and transformation strategies
  • Strong cross-functional collaboration with finance, legal, procurement, and executive teams
  • Excellent written and verbal communication skills, including preparing clear reports and user documentation


Nice to Have:

  • Experience creating dashboards, visualizations, and analytical reporting tools (4+ years)
  • Experience with IT RFPs, procurement documentation (2+ years)
  • Leading or contributing to complex IT implementations (3+ years)
  • Working in cross-functional teams to capture business/technical requirements (3+ years)
  • Infrastructure troubleshooting/support in team environments (3+ years)
  • Active certifications in Azure Fundamentals, AWS, or GCP
