Your opportunity:

Our Digital Applications Delivery team are seeking a proactive Digital Applications Program Manager to join their team.


Digital & Information is responsible for digitally enabling Urban Utilities today while transforming our future capabilities to enhance digital services for our customers, community, and people. We drive Urban Utilities’ digital & data strategy, oversee the digital portfolio, and manage IT, OT, data centre, IoT, cyber security infrastructure, system administration, network operations, and support services.


Reporting to the Digital Applications Program Lead, the Program Manager is responsible for contributing to the successful management and delivery of multiple related application transformation projects and user facing solutions within Urban Utilities. This role involves planning, coordinating and aligning projects to ensure they collectively meet business goals. The Program Manager is responsible for ensuring program objectives are achieved by managing interdependencies, optimising resource allocation, and addressing program-level risks and issues. You will contribute to maintaining project plans and budgets that provide the foundation for transparent and accurate reporting on program progress and outcomes.


Success in this role will be measured by the successful delivery of program outcomes, the effective management of program risks and resources, and the overall contribution to the strategic success of Urban Utilities.


About you:

  • Experience: Minimum 10 years’ experience in Program Management or similar. Extensive experience in delivering programs related to Customer Relationship Management (CRM) and/or Customer Information System (CIS) transformation. Knowledge of customer information lifecycle and experience managing programs focused on data acquisition, maintenance, storage, and disposal would be highly regarded. Salesforce CRM experience would also be highly regarded.
  • Program Management Expertise: Strong proficiency in PRINCE2 or MSP, and familiarity with Agile and Waterfall methodologies. Expertise in program planning, budgeting, scheduling, resource management, and vendor management.
  • Governance & Documentation: Experience in delivering programs within formal program governance methodologies and frameworks. Proficient in program monitoring, risk management, quality assurance, management reporting and maintaining program documentation.
  • Industry Knowledge: Understanding of relevant regulations (e.g., Information Privacy Principles (‘IPPs’) in the Information Privacy Act 2009 (Qld) and the incoming IPOLA reforms and new Queensland Privacy Principles (‘QPPs’) projected 1 July 2025).
  • Industry Experience: Water utilities experience highly regarded.
  • Leadership & Collaboration: Ability to lead program teams, optimise resources, and collaborate across cross-functional teams.
  • Commercial & Strategic Acumen: Strong financial control, efficiency, and value-driven decision-making skills. Experience in delivering to corporate strategic outcomes.
  • Customer & Safety Focus: Commitment to continuous improvement, safety, and exceptional customer service.
  • Communication & Stakeholder Engagement: Excellent communications skills with the ability to convey complex ICT concepts to non-technical stakeholders.
  • Adaptability & Integrity: Agile, innovative, and values-driven, with strong decision-making and problem-solving skills.
  • Qualifications: Bachelor's degree in Project Management or other relevant subject areas and PRINCE2 or MSP certification highly regarded.
  • Security Clearance: May be required depending on the role.


Performance of ‘on call’ duties are an inherent requirement of this role. This requires that the employee must be available to be on-call and to attend to work matters, both in person and remotely, outside of normal working hours, including evenings, weekends and public holidays, as reasonably required to fulfill the requirements of the position. The days, times, duration and frequency of on call arrangements may be subject to change, including at short notice, as required by Urban Utilities’ operational needs as applying from time to time. At all times whilst on-call, you must be fit for duty, contactable, and able to respond, including the ability to physically attend if required, to the operational needs of the business within a reasonable timeframe and in a safe manner.
