Bellevue Utilities delivers high quality, reliable drinking water, wastewater, storm and surface water, and solid waste services in a manner that is environmentally responsible and cost-competitive. The Development Review section of the Utilities Department is currently seeking a Development Review Engineer to join our team. You will review residential and commercial projects for the applicable water, sewer, and storm drainage construction codes while providing exceptional customer service to building owners, occupants, contractors, and the general public. You'll be a part of a multi-department line of business that offers one-stop shopping for general information and the permits needed for development activity in Bellevue and the surrounding service areas. We are code compliance officers, engineers, finance analysts, inspectors, planners, plans examiners, permit technicians, and support staff from the Development Services, Fire, Transportation, and Utilities departments. * Performs private development review to assess impacts of private development projects on utility systems, determines utility improvement requirements for these projects and ensures compliance with codes, regulations, and standards. * Performs engineering design and technical analysis to review plans, specifications, and cost estimates for development projects. * Serve as utility project manager for reviewing engineering, land use, and development applications; manages a multi-project workload to ensure timely and effective project review; acts as the liaison between developers, their design team, other Utility divisions and other City departments. * Analyze technical requirements and legal documentation for development proposals regarding water, sewer, and storm drainage system designs. * Interpret complex engineering design documents and computer analyses for reviews of water, sewer, and storm drainage infrastructure to ensure compliance with applicable City Codes and Standards, and State and Federal requirements. * Responsible for calculation and collection of appropriate utility system connection charges (Latecomer Agreements, Direct Facilities Charges, Utility Permit fees and contracts) as an additional funding source for the Department. * Coordinate Utilities Department requirements with other City and State Departments, agencies, and adjacent jurisdictions to identify project deficiencies and participate in intricate issue resolution. * Analyzes complex technical issues and sensitive political and organizational issues and recommends solutions. Provides engineering review and technical support for projects in the planning, design and construction phases * Provides engineering support to private development project teams during the construction phase of projects: * Resolves construction conflicts; reviews and approves construction change orders, construction submittals, reviews and obtains appropriate permits; responds to construction "Requests for Information" (RFI) from contractors. * Conducts field inspection as needed to support the construction inspection staff * Assists the Development Review Manager and City legal advisors regarding legal claims and disputes * Participates in the establishment of policies, codes, standards and procedures associated with Utility permit reviews. Makes recommendations for revisions as needed. * Participates in public involvement efforts including open house events and online media; coordinates project information dissemination and community engagement as well as outreach to a variety of audiences including city staff, business leaders, consultants, contractors, council, boards, etc. * Coordinates with other divisions and departments as necessary to provide technical assistance. * Responds to customer inquiries and provides technical assistance to resolve issues. Knowledge, Skills, Abilities and Competencies * Knowledge of civil engineering principles, practices, and methods as applicable to a municipal setting. * Considerable knowledge of City development processes, land use, engineering standards, and building regulations. * Knowledge in storm drainage design, low impact development (LID) techniques and principles, and best management practices (BMP's).   * Proficient in stormwater hydraulic modeling (WWHM or MGS Flood). * Thorough knowledge of established water, sewer, and drainage utility engineering principles, methods, and techniques related to professional disciplines; Knowledge of modern, fundamental scientific and civil engineering concepts, materials and techniques. * Knowledge of applicable city policies, laws, and regulations affecting division activities. * Ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agency representatives, city officials, and the general public. * Ability to conduct necessary engineering research and compile comprehensive reports. * Ability to use a computer, and effectively navigate Microsoft Office Suite, engineering applications, and data management software in performing essential duties. Education, Experience, and Other Requirements * Graduation from an accredited four-year college or university with a degree in civil engineering, or related field. Engineering in Training Certification or Professional Engineer License may be substituted for a degree. * Two years of experience performing engineering work; or, the equivalent combination of education, experience and training may be considered in lieu of professional experience. * Washington State Driver's License required or the ability to obtain within 6 months of hire. Physical Demands * Work involves moving, communicating, operating objects, tools, or controls and reaching. * Vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus. * The employee may be required to push, pull, lift, and/or carry up to 25 pounds. * The noise level in the work environment is usually moderately quiet while in the office or moderately loud when in the field. Flexible/Hybrid Working: A hybrid work schedule is available for this position after an orientation period working in the office after hire.  Remote work for this position is subject to department's operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall.
