ABOUT THIS POSITION
The City of Phoenix Water Services Department, one of the nation's largest potable water utilities, treats and delivers safe, reliable drinking water to 1.5 million customers across approximately 540 square miles. Phoenix Water Services also manages the sewer collection system and treats wastewater for 2.5 million residents in metropolitan Phoenix.
The Water Services Department (WSD) is seeking a Development Planning Specialist with experience in water/wastewater systems to be involved in private development projects by providing review and assistance in the design and construction of public infrastructure to support new development and growth. This position is with the Water Planning Division, and will work closely with various WSD divisions, the Planning and Development Department (PDD), Community Economic Development Department (CED), development communities, design professionals, contractors, and the general public to provide assistance on private development driven water and wastewater issues.
This position's primary responsibilities include, and are not limited to:
* Application of principles and practices of engineering as applied to water and wastewater systems.
* Interpreting and applying MAG, Standard Specification and Details, City of Phoenix Supplements to MAG, and City of Phoenix Design Standards Manual for Water and Wastewater (DSM).
* Performing plan reviews and setting up permits for water and wastewater construction plans.
* Providing technical assistance to the public.
* Working extensively with internal and external customers on water/sewer related issues.
* Reviewing work performed by private developers and their consultants for conformances with City requirements and applicable standards.
* Reviewing fire hydrant flow tests and comparing the results with the City Fire Flow Model.
* Working with modeling staff to develop water and wastewater stipulations for new developments.
* Providing assistance on private development driven water and wastewater project management.
IDEAL CANDIDATE
* Substantial experience performing civil plan review, city code and zoning guidelines, review or design experience in grading and drainage, and excellent customer service with a willingness to assist the public daily.
* Proactive and engaged individual that will apply City of Phoenix standards and requirements to new development.
* A basic understanding of the City of Phoenix's water distribution and wastewater collection systems.
* Good written and verbal communication skills.
* Knowledge of the following:
* Laws and regulations for water and wastewater.
* City of Phoenix Water and Sewer Systems.
* MAG, City Supplements, and DSM.
SALARY
Pay Range: $61,526.40 - $110,510.40 annually.
Hiring Range: $61,526.40 - $100,235.20 annually.

MINIMUM QUALIFICATIONS
* Six years of experience in paraprofessional engineering work, including three years of paraprofessional civil engineering experience (or one year of experience at the level of Chief Engineering Technician, or Chief Drafting Technician).
* Other combinations of experience and education that meet the minimum requirements may be substituted.

Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
* Formal education or training related to civil engineering.
* Experience in/with the following:
* Providing customer services to the development community and the general public.
* Design, construction, and/or inspection for public water and wastewater systems.
* GIS systems and ability to read paper maps.
* Training in performing civil plan reviews.
* City Code and Zoning guidelines.
* Compiling and analyzing data.
* Private development.
