Job Description Development Manager

Reporting to:Head of Development

Delegating to:Internal and External Staff

Working with:Internal: All Departments

External: Consultants, Sub-contractors, Solicitors, Landowners, Landowners agents, Estate Agents, Utility Service Providers, Local Planning Authorities, Statutory Consultees, Development Funders, Housing Associations, Parish/Town Councils, local interest groups and members of the public

Main Objectives

  • Identifying, evaluating and securing new land opportunities to meet business requirements and growth plans
  • Viability appraisal and selection of new opportunities
  • Responsibility for progressing developments
  • Undertaking consultant tenders, appointing and managing specialist teams to design Zero-Carbon schemes and prepare planning applications
  • Management and coordination of planning applications to successful determination
  • Negotiation of S106 agreements and affordable housing provision
  • Negotiating and managing the disposal of Vertos affordable housing to Registered Providers
  • Supporting the Finance team to obtain development funding

Key Responsibilities

  • Support and coordinate the acquisition of land opportunities developing a detailed knowledge of development and partnership opportunities and competitor activity within the region
  • Establish and maintain effective working relationships with local authorities, local agents, land owners and Registered providers and potential JV partners to promote the business
  • Evaluate and appraise feasibility and viability of new development opportunities
  • Implement all internal procedures involved in investigating, reporting and ultimately purchasing land and obtaining planning consent
  • Procure technical, legal and development information to advance site development
  • Formulate and manage offers, co-ordinate investigations, negotiate with local authorities, agents and solicitors
  • Negotiate legal agreements with solicitors and third parties
  • Coordinate external and internal personnel in the preparation and management of planning applications
  • Understand the sales process and sales risk liaising closely with the Sales Team
  • Ensure familiarity with the Groups Health, Safety and Environmental policies
  • Delivery of viable and optimised projects to meet business plan requirements on programme

Your Benefits

Type:Full time, Permanent, Monday to Friday, 8am to 5pm. Alternatively, we operate flexible working hours between 7am and 6pm e.g. 7am - 4pm, 9am - 6pm etc

Skills and Knowledge

  • Commercially aware

  • Highly numerate with the ability to undertake residual valuations for land appraisals and undertake comparable sales valuations

Qualifications And Training

  • Degree standard or with suitable alternative experience
  • Good level of IT literacy with experience MS Office and project management software

Experience

  • Previous experience or ability to lead a multi-disciplinary team in the delivery of defined projects within budgetary constraints through commitment and determination and within set time limits
  • Experience in liaising and negotiating with a wide range of individuals and organisations including landowners, professional consultants, local authorities, Registered Providers/Clients involved in the development process
  • Preparation and submission of planning applications and the planning system, development process, project appraisal Techniques, design and technical issues relevant to house building and affordable housing contracts
  • Experience of obtaining development finance, either from public agencies, commercial lenders or internal funding facilities

Special Requirements

  • Current full UK driving license
