Primary Purpose: Supervises and provides guidance and work direction to Planning and Project Management staff engaged in planning, managing and coordinating additions to and modifications of Company gas and electric facilities from initiation to close out. Responsible for supervising compliant and timely preparation of all project documents for a portfolio of up to several hundred projects of varying size and complexity. Projects range from the simple and lowest-cost property owner/residential projects to the complex commercial and municipal projects. Provides guidance and direction on applicable tariffs and regulations, project management methodology, company policies and procedures and systems. Manages allocation of work and alignment to projects and organizational units. Duties and Responsibilities: * Reviews and approves the work performed by Project Management personnel to ensure safe, reliable and cost-effective plans and designs which conform to Company standards, safety orders and governmental regulations including the negotiation, preparation and securing of complex contracts and agreements for gas and electric facilities service. Periodically audits work product to ensure quality, cost and employee performance expectations are met. * Monitors utility capital expenditures and the timely collection of customer payments. * Provides training and guidance to personnel. Provides required rate, tariff, technical and rule direction to personnel; oversee negotiations with customers to explain and interpret Company procedures, policies and California Public Utilities Commission (CPUC) rules. * Approves construction work orders within authorized monetary limits; manages expenditures for assigned projects. * Manages project requirements, status and costs for complex projects ensuring customer satisfaction; oversee business negotiations with customers and liaison activities with governmental agencies; interpret Company policy to personnel, internal departments, customers and contractors. * Reviews complex field investigations to analyze the feasibility of additions and modifications to gas and electric facilities; determines system integrity and growth potential; identifies project objectives and resolve conflicts as necessary. * Responds to special requests from internal stakeholders, such as Public Affairs, Governmental Affairs, Regulatory, Accounting, Corporate Communications, Legal, and executive leadership. * Analyzes and monitors Project Management personnel needs; determine priorities, monitor work sequences and schedule assignments to ensure customer and management deadlines are met. * Participates in the development and implementation of Company policies, procedures and standards. Keeps informed of new developments in building codes, ordinances, safety orders, tariffs, governmental regulations and technical developments affecting project management activities. * Performs other duties as assigned (no more than 5% of duties). Hybrid Schedule: * Although the schedule may vary, typically this will allow the employee to work onsite three days per week and remotely on the remaining workdays. * Must reside in Southern California or be willing to relocate upon hire. Required Qualifications: * Bachelor's Degree in business administration, project management, or related field; or equivalent training and/or experience. * 5 years related experience. Requires experience in distribution and project management. * Must have a thorough understanding of: business practices, job processes, engineering principles, OH, UG and Gas Standards, Design Manual, Service Planning Manual, Service Guide and California Public Utilities Commission (CPUC) rules.
