Summary

The Deputy Program Manager (DPM) / Site Lead supports the Program Manager in overseeing Pinnacle Solutions' C-17 Training Services Subcontract. In addition to supporting the overall program execution, the DPM / Site Lead plays a key role in managing site operations, ensuring effective coordination of aircrew training, logistics support, cybersecurity, and device maintenance at the site. The DPM / Site Lead acts as the primary point of contact for all site-related activities, supervises day-to-day operations, and serves as the Acting Program Manager in their absence. Responsibilities Program Management Support: + Assist the Program Manager with planning, budgeting, scheduling, risk management, and progress reporting. + Coordinate the execution of deliverables, ensuring compliance with technical specifications and deadlines. + Support the creation and timely delivery of Subcontract Data Requirements Lists (SDRLs) and other contract documentation. + Maintain strong relationships with internal teams, the prime contractor, U.S. Air Force, and international partners. Site Operations Management: + Serve as the Site Lead, overseeing all site-specific operations, including aircrew training, Contractor Logistics Support (CLS), and device maintenance. + Ensure the effective coordination of training and maintenance activities for Aircrew Training Systems (ATS) and Maintenance Training Systems (MTS). + Supervise local team members, including instructors, technicians, and logistics personnel, ensuring performance aligns with program goals. + Address on-the-ground challenges, adjusting site operations as needed to maintain mission readiness. + Ensure compliance with site-specific safety protocols, quality assurance procedures, and contract deliverables. + Lead site-level meetings, ensuring clear communication across the team and with the Program Manager. Inventory and Logistics Support: + Manage site inventory, including spares, tools, test equipment, and office supplies for ATS and MTS devices. + Analyze maintenance and supply reports to ensure optimal inventory levels and make recommendations for adjustments. + Coordinate with vendors and suppliers to ensure timely delivery of necessary equipment and services. + Supervise site logistics support, ensuring that necessary materials and resources are available for operations. Team Leadership and Performance Management: + Lead, train, and mentor local site teams, providing guidance to both technical and administrative personnel. + Conduct performance evaluations for team members, ensuring adherence to established standards and fostering professional growth. + Oversee team adherence to union protocols, grievance procedures, and the Collective Bargaining Agreement (CBA). + Resolve operational challenges and labor-related issues in alignment with CBA terms and organizational policies. Customer and Stakeholder Communication: + Act as the primary point of contact for site-specific matters with the U.S. Air Force customer, prime contractor, and foreign military representatives. + Prepare and provide regular briefings, status reports, and updates on site activities, performance metrics, and challenges. + Serve as the site representative during customer meetings, ensuring effective communication and the resolution of any issues. Travel and Logistics Coordination: + Travel to and from site locations domestically and internationally as required for program oversight and coordination. + Coordinate and manage travel logistics for the site team, ensuring personnel are adequately supported during assignments. Other Duties and Responsibilities: + Support the Program Manager in evaluating direct report performance across the site team. + Manage site-specific technical documentation, maintenance records, and logistics support materials. + Assist in the coordination of purchasing and equipment repair with external vendors. + Prepare and present briefing materials on site operations and regional logistics support. + Travel domestically and internationally to oversee site activities and ensure compliance with program standards. + Perform other duties as assigned. Qualifications + Bachelor's degree in Business, Engineering, or related field. + Minimum of 5 years of experience in program or project management, with 2-3 years in a site lead or operational management role. + Experience with DoD programs, military training systems, or logistics operations. + Knowledge of DoD acquisition processes and subcontract management. + U.S. Citizenship required; ability to obtain and maintain a security clearance. Working Environment/Physical Requirements : + Must be able to sit, use hands, and reach frequently; occasionally stand and walk. + Must be able to lift up to 25 pounds frequently and up to 50 pounds occasionally. + Work is primarily in a quiet office environment with occasional exposure to maintenance or training facilities; travel may be required for up to several days at a time.
