Summary

The Department

Projects and Risk Management (PRM) Division will focus on the implementation of an effective project management standard to all strategic projects within the Club, and the rollout of the revised Club-wide Enterprise Risk Management Framework. The PRM also serves as the Project Management Office for the Club’s major Strategic Programmes and Projects. Its activities range from project execution, technical check and balance, creation of Operating Models and Project Risk Management.

The Job

You will:

  • Maintain the standard for the Club’s planning and scheduling management. Ensure that the individual project control programme is comprehensive, accurate and up-to-date and the information can be integrated into the Master Schedule
  • Implement policies and controls to be included in tender and contract documentation to ensure consistency of deliverables related to schedule and progress for external contracted stakeholders
  • Work with management to manage and allocate team resources to adequately support all projects that are assigned to the Central Planning team
  • Incorporate new / revised project estimates, and review overall schedule to ensure viability and availability of resources to support an up-to-date master schedule
  • Partner with project personnel at the inception of the project, establish the plan and document the scope, identify deliverables, develop project schedules and / or monitor capital cost estimates. Conduct due diligence to ensure accuracy of information and viability of the plan
  • Work with the project team to ensure that the project requirements are reflected in the procurement document by participating in the development of the tender document, evaluating the tender returns, and recommending the best tenderer
  • Ensure suitable schedule audit practices are implemented to maintain continued adherence to the processes and standards
  • Help with the development of integrated programmes, where required liaising closely with other departments to ensure there are no clashes or periods of over / under exposure within the agreed programme
  • Maintain and ensure integrity of data by supervising the team in updates of schedules with any project modifications, working closely with the project team to ensure latest development scheduling requirements are captured, updated and maintained to the established programming standards, and working closely with management to integrate and consolidate project management programs with the Master Integrated Schedule
  • Analyse data, identify opportunities, risks and concerns, and provide advice to management by monitoring time, costs and risks to determine trends and assisting in forecasting , and ensuring all construction scheduling risks are fully integrated into project risk registers and are reported accordingly
  • Continue to develop and implement the divisional standards for planning, schedule and scope management and programme for reporting by understanding the information requirements of key stakeholders and establishing reports which enable informed, timely decision-making, developing reporting schedule, and ensuring the maintenance of all essential data and documentation
  • Protect the Club's interests by ensuring the scheduling is aligned with the Club's policies and regulatory requirements
  • Oversee the preparation of dashboards, schedule reports and narrative statement for the program to explain the critical path and activities
  • Alert management on important variance that would affect the timing of achievement of project deliverables
  • Monitor the milestones and work closely with the stakeholders
  • Critically review the project control process constantly with respect to time and cost control. Propose enhancement of the control process in order to improve accuracy and efficiency
  • Promptly report to management on any deviations of schedule and budget, and work with respective stakeholders to provide mitigation measures
  • Critically review Extension of Time (EOT) claims, change requests and make recommendations


About You

You should have:

  • University degree in Engineering or equivalent. Post-graduate degree in relevant discipline will be an advantage
  • Minimum 20 years’ experience in related field, with 10 years plus at supervisory level
  • Construction or property development background, with specialization in scheduling
  • Professional qualification such as CIOB or RICS will be an advantage
  • Experience in working in mega Hong Kong, international and PRC-based construction projects
  • Knowledge of statutory requirements of a construction project in Hong Kong is required, and for the PRC will be an advantage
  • Knowledge of latest industrial and trade practice
  • Hands-on experience at the site execution level with attention to details
  • Experience in setting up the organization and technical framework to implement overall schedule and monitoring progress for major capital projects and operation project
  • Experience in team leadership
  • Expertise in the use of planning software (Oracle Primavera P6 and Microsoft Project)
  • Experience in the use of quantitative risk analysis software (Safran or Oracle Primavera Risk Analysis) for schedule risk analysis
  • Experience in analyzing data, determining business impact, and converting data to intelligence through application of First Principles thinking
  • Ability to develop and recommend solutions to issues based on first principles
  • Demonstrated problem-solving skills
  • Ability to develop processes and work collaboratively with other functions
  • Candidate with less experience will be considered as Senior Manager, Planning and Project Management


Terms of Employment

The level of appointment will be commensurate with qualification and experience.
