Summary:


The Deputy Chief, Program Management Officer will work close to the Chief Program Management officer to lead Metro's Program Management Cabinet, delivering a multi-billion dollar capital infrastructure expansion program, inclusive of both mega project and alternative delivery models, to improve transportation accessibility, reduce congestion, increase infrastructure and system resiliency into the future and ensure program and projects adhere to budget, schedule, quality, and safety goals.


Job Duties and Responsibilities:


  • Supports the Chief Program Management Officer in leading and overseeing Environmental Compliance, Project Engineering, Systems Engineering, Third Party Coordination & Utilities, Quality Assurance & Compliance
  • Assists in the implementation of project goals and objectives, policies, work standards, and controls for professional staff and consultants; evaluates project performance against goals and takes necessary action to address deviations
  • Provides policy recommendations, technical advice and information to the Chief Program Management Officer, Chief Executive Officer (CEO), and Metro Board of Directors on matters related to Metro's transit and highway design, construction projects, and on Regional Rail
  • Provides strategic input and direction to the Program Management Cabinet Presents, explains, and defends project actions requiring Board approval
  • Meets shared responsibility goals for Small Business Enterprise (SBE) and Disadvantaged Business Enterprise (DBE) contracting Negotiates contract issues with contractors
  • Ensures contractors implement Project Labor Agreements and Construction Careers Programs Advises Chief Program Management Officer in overall direction in the management, studies, investigations, and analyses of major capital engineering and construction projects at the direction of the CEO and Board, including reports of findings and recommendations
  • Assists in administering major funds, acquisitions, contracts, and vendor relations
  • Represents Chief Program Manager Officer at meetings and conferences with elected and public officials, the community, private citizens, and public and private organizations
  • Interfaces with various internal and external stakeholders to facilitate support of projects
  • Assists in the development of Metro's regional long range strategic plans
  • Assists in ensuring coordination and cooperation of services among assigned departments
  • Assists in ensuring adequate funding to meet ongoing and project commitments
  • Oversees Lessons Learned and continuous improvement process in collaboration with Quality and Controls Supervises, trains, mentors, and motivates assigned staff
  • Communicates Metro's safety vision and goals; oversees the implementation of agency and departmental safety rules, policies, and procedures; and maintains accountability for safety performance of all assigned employees
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out
  • May be required to perform other related job duties


Knowledge:


  • Theories, principles, and practices of mass transit and highway systems design, construction, operations, maintenance, safety, accident prevention, and emergency response
  • Applicable local, state, and federal laws, rules, and regulations governing the design, engineering, and construction of mass transit, highway, and other capital projects
  • Social, political, civil rights, and environmental issues influencing transit and highway program Principles and practices of public administration
  • Management of capital programs and construction of large-scale mass transit and highway projects
  • Project management requirements for projects funded with Federal Transit Administration grant programs, particularly those funded under the Capital Investment Grant (CIG) and Expedited Project Delivery (EPD) programs
  • Development of capital and operating budgets, cash- flows, setting of baselines and regular monitoring and application of mitigation measures
  • Modern management theory
  • Design and implementation of complex transportation projects in an urban context, including deep underground excavation sand tunneling in soft ground conditions
  • Alternative delivery contracting models

Minimum Qualifications:


  • A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position
  • Additional experience, as outlined below, may be substituted for required education on year-for-year basis

EDUCATION

Bachelor's Degree in Engineering, Architecture, Construction Management, Project Management, Business, or a related field; Master's Degree in Engineering Construction or Program Management preferred


EXPERIENCE

Five years of relevant executive management-level experience overseeing the design and construction of major transportation infrastructure projects, including extensive experience managing transit and highway projects, commuter rail and/or transportation operations; experience working with the construction of capital projects in a mass transit environment and/or Metro experience in a related area preferred


CERTIFICATIONS/LICENSES/SPECIAL REQUIREMENTS

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job related essential functions Registration as a Professional Engineer preferred S
