Are you ready to drive real change in one of the UK’s most progressive public sector organisations? We are hiring for a Data Governance Manager on behalf of a pioneering digital and data team that’s shaping the future of how data is governed, shared, and leveraged for public good.


The Role: Data Governance Manager

The Data Governance Manager will play a pivotal role in embedding ethical and effective data governance practices across the organisation. Working closely with the Chief Data Officer and reporting to the Data Governance Lead, this individual will lead the implementation of data maturity assessments, frameworks, policies, and metadata standards. With a sharp focus on public value and transparency, the role is key to enabling high-quality, trustworthy, and usable data across the organisation.



Responsibilities


Strategic:

  • Champion the delivery and rollout of a data governance system aligned with the organisation’s newly published Data Charter.
  • Translate high-level data principles into scalable data governance frameworks.
  • Drive strategic data culture change initiatives and foster a strong foundation for ethical data use.

Operational:

  • Lead data maturity assessments and support services in applying effective governance across the data lifecycle.
  • Define and maintain enterprise-wide data dictionaries and metadata standards.
  • Identify risks and opportunities in data quality, and propose actionable governance solutions.
  • Collaborate with stakeholders to ensure alignment with standards on information rights, security, and records management.

Leadership:

  • Influence senior leaders and advocate for data literacy across technical and non-technical teams.
  • Work in tandem with the Lead Data Architect and Lead Data Engineer to implement best-in-class governance policies.
  • Foster relationships across corporate, people-focused, and community-facing services to ensure data governance is embedded throughout the organisation.



About You

To succeed in this role, you’ll bring:

  • Proven experience in establishing data governance frameworks, policies, and standards.
  • The ability to translate technical insight into actionable strategies for a broad stakeholder base.
  • A deep understanding of data ethics, regulation, and risk-based decision-making.
  • Experience working across the full data lifecycle and enhancing data literacy within diverse teams.
  • The communication skills to liaise effectively with Information Asset Owners, Data Stewards, and analysts.

Desirable Skills:

  • Experience with TOGAF or similar data management certifications.
  • Familiarity with data maturity models and frameworks.
  • Strong stakeholder management and strategic planning capabilities.
