Job Description

The Program Specialist IV, Curriculum Developer, reports to the Curriculum Development Manager in the Office of Learning and Professional Development (OLPD) section in the Office of Access and Eligibility Services (AES). The position performs highly complex (senior-level) consultative services and technical assistance work to include overseeing the development of advanced educational programs, the implementation and evaluation of initiatives and special projects for the AES Deputy Executive Commissioner Areas including: Texas Works (TW), Medicaid for the Elderly and People with Disabilities (MEPD), the Community Partner Program (CPP), strategic initiatives, and other special projects as assigned. The position coordinates and collaborates with project stakeholders and internal partners including AES Operational Support offices, Leadership, Policy, Operations, Subject Matter Experts, and Social Services Applications in program development, review, feedback, implementation, evaluation, and reporting as determined by each project. The work involves, planning, coordination, research, assessment, analysis, design, development, implementation, evaluation and ongoing revision of major agency educational programs, initiatives and special projects. The position coordinates with program development partners, oversees the design and development of blended learning solutions to include eLearning, instructor-led classroom sessions, and webinar solutions for diverse audiences. The position participates in the writing of interactive knowledge checks, quiz questions, exercises, and activities. The position develops software simulations for agency systems, as required. The position will manage multiple, simultaneous projects, and may determine the methodology and delivery of educational courses. The position supports OLPD in resolving curriculum and technical related issues. This position uses specialized software and technologies to develop learning solutions, and works under limited supervision, with moderate latitude for the use of initiative and independent judgment. This position may be assigned specific Basic Skills Training curriculum, TIERS Release projects, special projects and/or float between unit training needs and projects as assigned.

Essential Job Functions

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Works collaboratively to identify innovative and effective solutions for internal and external customers.

Coordinates and collaborates with project stakeholders and internal partners to lead or participate in the development of design documents that outline instruction, assessment, evaluation and implementation strategies for the ongoing educational needs required of the AES Eligibility Operations workforce, and Community Partners. Conducts research, assessment, and policy and process analysis to identify gaps for program development. 20%

Oversees the design and development of educational program materials for Eligibility Operations and Community Access and Services using adult learning theory, a systematic process such as ADDIE, and a variety of methods including: instructor-led, webinars, web-based or eLearning solutions, job aids, and other performance support tools for AES strategic initiatives, new employee basic skills training, ongoing skills training, regularly scheduled TIERS system update release training, policy changes, new program implementations, and other required revisions. Provides guidance to team members in the development and integration of new methods and procedures through training materials. 25%

Uses multiple technologies such as Microsoft Office Suite, Adobe, Audio, Video, or related software to coordinate the development of Instructor Led Training (ILT), blended learning, web-based or eLearning solutions for AES Eligibility Services and Community Partners. 20%

Consults with area management in the design and development of methods for the assessment and evaluation of the effectiveness of educational products and systems, including formative and summative evaluations and other evaluative methodologies. Collects, organizes, analyzes and prepares materials for reports as needed. Reviews and evaluates information on service delivery system methods, outputs and activities to identify gaps in required skills and recommends solutions for improvement. 10%

Communicates effectively with team members, subject matter experts, and other stakeholders by developing and maintaining relationships using established communication tools, and processes. Works with program team members to determine training needs to address trends identified and resolving technical problems with online training materials and learning management system.10%

Stays abreast of current agency processes; assesses and analyzes immediate and emerging educational needs for eligibility workforce and others, as appropriate. Maintains liaison with program management to coordinate the development, effectiveness and use of printed and web-based products. 5%

Formulates and recommends policies and procedures for educational design, development, implementation and evaluation to OLPD management for ongoing program and process improvement. 5%

Represents the program area at meetings, conferences, seminars, panels and committees as needed. 5%

KSAs

Knowledge of local, state, and federal laws related to HHSC programs such as Texas Works and Medicaid for the Elderly and People with Disabilities programs: public administration and management techniques; statistical analysis processes; research techniques; marketing techniques; and of program management processes and techniques.

Demonstrates effective communication both orally and in writing. Skill in planning, development, implementation and analysis of agency educational programs.

Analyzes information and solve problems; organize and prioritize information; coordinate and collaborate with program partners and stakeholders; market programs; develop, evaluate, and interpret policies and procedures; and to train, lead, and prioritize employee workloads.

Considerable knowledge of and ability to apply instructional design and curriculum development principles, including creation of design documents, course outlines, storyboards, and development and testing of learning objectives.

Applies adult learning principles, practices, and techniques to an eLearning and/or blended environment.

Develops ILT, blended learning, web-based or eLearning solutions using multiple technologies such as Microsoft Office Suite, Adobe, Audio, Video, or related software for use with large audiences, multiple instructors, and to prepare concise evaluation reports.

Skill in identifying measures or indicators of program performance and in operating computers and applicable software.

Performs as part of a team by contributing to the formulation of short- and long-term goals, departmental and work planning, and developing effective communication strategies and relationships with others.

Initial Screening Criteria

Graduation from an accredited four-year college or university with a bachelor’s degree. (Preferred)

Experience in Medicaid for the Elderly and People with Disabilities and Texas Works programs, as applicable for position, specifically Medicaid for the Elderly and People with Disabilities. (3 years minimum required)

At least two years of professional experience in curriculum development using instructional systems design (ISD) for adult learners. (Preferred)

Experience applying Medicaid for the Elderly and People with Disabilities, in both MEPD Part 1 - Community Based Care programs and MEPD Part 2 - Nursing Facilities and Waiver programs, as well as Texas Works programs, as applicable for position. (3 years minimum required)

Experience applying adult learning principles, practices, and techniques to an Instructor Led, elearning and/or blended environment. (Required)

Experience developing elearning and online training using Microsoft Office Suite, Adobe and/or Articulate development software (or similar) packages. (Preferred)

Experience performing as part of a team by contributing to the formulation of short and long term goals, departmental and work planning, and developing effective communication strategies and relationships with others. (Required)

Ability to travel up to 25%. (Required)

This position is a designated State Office (Austin headquarters) position; however, it can be filled outside of Austin.
