Summary

Role Responsibilities:

  • Cost Management & Control: Establish standard cost structure for APAC region, including bills of quantities, ensure efficient and effective project cost management within the region.
  • Cost estimate - work with BD team for new development budget preparation.
  • Detailed cost estimate with elements to guide design decisions.
  • Value Engineering: propose cost-saving alternatives without compromising quality (e.g. material substitutions).
  • Prequalification of all contractors / vendors / consultants with the project manager.
  • Tender - prepare tender documents & bills of quantity, quantity taking-off, evaluation of tender submissions, negotiation with the tenderers for the most competitive tender price until finalize Letter of Award & Contract.
  • Exercise cost control in the design and construction phase.
  • Certify progress payments to contractors and manage cash flow.
  • Review variation orders and potential claims, to ensure changes are within approved budget.
  • Final Accounts: Reconciling all project costs, resolving disputes, and issuing final payment certificate upon completion of projects.
  • Contract administrative works: ensure all documents required are uploaded to the company system.
  • Liase with project team members and stakeholders for any other contractual and cost matters.
  • Compliance - collaborate with project team to ensure all processes and procedures adhere to company policies and standards.
  • Procurement - maintain and update vendor list, bulk tender.
  • Develop and maintain accurate cost reports and data as per HQ's requirements.
  • Provide support to regions and travel is required.


Role Requirements:

  • Bachelor’s degree / Diploma in Quantity Surveying, Construction Management, or a certificate in the related field.
  • Minimum 5-8 years of experience in quantity surveying and cost management for APAC regions.
  • Experience in managing interior fit-out costs is preferred.
  • Proficiency in English and Chinese to communicate with stakeholders.
  • Co-operative and adaptive to changes.
  • Able to work in a fast-paced environment.
