Provides leadership in the design and development of professional learning for Health and Physical Education. Ensures that the Health and Physical Education programs address and support the Baltimore County Public Schools (BCPS) system-wide goals and priorities, the Blueprint for Maryland's Future implementation plan, MSDE Health Education Framework, the Maryland Physical Education Framework and the Maryland State Department of Education (MSDE) College and Career Ready Standards. Performs other duties as assigned. EXAMPLES OF ESSENTIAL DUTIES: * Develops a long-range professional learning plan and presents high quality professional learning to promote evidence-based strategies across all schools. * Provides leadership in the design and development, or selection of a curricula for Health and Physical Education for grades PreK -12 that is research-based, reflects best practices in instruction, and is aligned to MSDE Health Education Framework and Physical Education Framework. * Directs and designs programs and trainings that comply with COMAR (13A.04.18.01), the National Health Education Standards, the MSDE Health Education Framework, and the Maryland State Legislative Educational Law with regulations specific to Health Education. * Ensures that curricula promote equity, are culturally relevant, and reflect best practices for teaching and learning that includes current knowledge of lesson and unit planning, guidance for the skilled implementation of lessons, assessment, critical thinking, and brain research. * Provides leadership in the design, development and monitoring of embedded formative and summative assessments for health and physical education in grades Pre K - 12 aligned with standards. * Identifies and recommends proactive strategies, intervention, and enrichment opportunities in health and physical education for all students in grades PreK - 12. * Demonstrates and models effective, research-based instructional practices for classroom teachers, administrators, staff development teachers, department chairs, and other support personnel. * Provides a list of approved textbooks, instructional materials, media resources, and software resources for use in health and physical education. * Provides leadership and ongoing support to all schools to guide the skillful implementation of health and physical education instructional programs, while monitoring for effectiveness. * Develops and maintains collaborative relationships with MSDE, local educational agencies, institutions of higher education, and external partners that benefit schools and support system-wide priorities. * Collaborates and coordinates with the Departments of Teacher Development, Special Education, Multilingual Achievement, and Early Childhood for the planning and delivery of content and pedagogy related professional development for teachers, department chairs, administrators, and paraprofessionals. * Coordinates the Adapted Physical Education program and collaborates with staff in the Office of Special Education. * Coordinates with the Department of Research, Accountability, and Assessments to monitor assessment administration and student learning outcomes of disaggregated student groups. * Provides leadership for resource teachers, specialists, department chairs, teachers, and administrators in adapting curriculum to meet the needs of a diverse student population. * Provides leadership in the integration of technology as a tool to enhance instruction. * Provides parents, families, and community stakeholder groups with information and strategies that can be implemented with children to enhance student learning. * Evaluates the performance and professional growth and development of personnel within the Office of Health and Physical Education. * Develops and administers operating, capital, and other budgets, and monitors business operations to ensure the efficient and effective use of resources. Plans, budgets, and monitors department expenditures and grants. * Performs other duties as assigned. MINIMUM QUALIFICATIONS: Education, Training, and Experience: * Graduation from an accredited college or university with a master's degree. * Five years' teaching or related experience. * Three years' leadership/management experience in an education setting. Licenses and Certificates: * Possession of a Maryland Educator Advanced Professional Certificate in an area appropriate to the assignment with an Administrator I endorsement. OR * Possession of, or eligibility for, a Maryland Educator Advanced Professional License in an area appropriate to the assignment and Administrator I Licensure. Knowledge, Skills, and Abilities: * Thorough knowledge of the principles and practices of public education. * Demonstration of outstanding oral and written communications skills. * Demonstration of strong leadership, management, and human relations skills. * Possession of technology competency (e.g., database, internet, spreadsheet, word processing, and related applications). * Skill and experience in data analysis and application. PHYSICAL AND ENVIRONMENTAL CONDITIONS: The work of this class is generally sedentary and performed in an office environment. Work includes the operation of office equipment, including personal computers, and occasional limited physical activities. CONDITIONS OF EMPLOYMENT: Work may include evening and weekends to attend, facilitate, and coordinate staff development, to communicate with outside groups/agencies, and to get information on program requirements by local, state, and national organizations. Pre-Employment Requirements: * All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109.
